August 1940, forwarded by Viceroy Linlithgow Proposed dominion status as the objective for India . expansion of the executive council setting up of a Constitutent Assembly after the war, where mainly' Indians would write the constitution This would be subject to the Government's obligation regarding defence, minority right treaties with states, all India services. No future constitution to be adopted without the consent of the minorities

AUGUST OFFER This was too little too late Congress straightaway rejected it The Muslim League appreciated the minority consent for the constitution clause But the Offer for the first time recognised the right of Indians to frame their own constitution, and offered Dominion status . In July 1941, the viceroy's executive council was expanded. Now 8 out of the 12 members were Indians, but the British members controlled defence, finance and home affairs. An advisory National Defence Council was set up.

  6. INDIVIDUAL SATYAGRHA There was a deadlock on reaching any Constitutional advancement till the Congress and the League agreed with each other. Because of the war, many civil rights were being curtailed Freedom of speech, organisation and press were taken away between 1939-1940. People were looking towards Gandhiji for directions to express their grievances. Gandhi did not think that time was ripe for a mass movement as the dark clouds of communal riots loomed, the Congress organisation was weak, and the Allied cause in the was was just

  7. INDIVIDUAL SATYAGRHA . He initiated a series of Individual satyagrahas by selected leaders in localities. . The aim of the satyagraha was to show that people did not distinguish between the Nazi rule and the terrible colonial rule .It was to give the government another opportunity to accept Congress demands peacefully. . The satyagrahis, if not arrested, were all to march to Delhi through the villages. Thus this is also called the 'Delhi Chalo Movement' First individual satyagrahi was Vinoba Bhave, second was J Nehru

  9. CRIPPS MISSION Sent to seek Indian support for the war under Prime Minister Winston Churchill (1940-45; 1951-55). Offered constitutional proposals March 1942, headed by Sir Stafford Cripps, a left-wing Labour party MP who supported the Indi The proposals offered were: an national movement. Dominion status for India, with the freedom to decide their relationship with the Commonwealth and the United Nations A constituent assembly after the war, partly elected by the provincial assemblies and partly nominated by the princely states .

  10. CRIPPS MISSION Provinces could join the Union or form their own constitution. The Constituent Assembly would negotiate with the British the transfer of power and the safeguard of racial and religious . minorities Till the transfer, the British would retain control over defence, and the position of the governor-general would not change. . Thus, the Mission provided that only Indians would draft the Constitution, provinces could demand independence, and that free India could withdraw from the Commonwealth. A plan for the formation of the constituent assembly was provided, with substantial power to Indians in the meantime.
