  2. Question 8 (Case 2) 9. It is a State where prohibition is in force. You are recently appointed as the Superintendent of Police of a district notorious for illicit distillation of liquor. The illicit liquor leads to many death, reported and unreported, and causes a major problem for the district authorities. The approach till now had been to view it as a law and order problem and tackle it accordingly. Raids, arrest, police cases, and criminal trials-all these had only limited impact. The problem remains as serious as ever. Your inspections show that the parts of the district where the distillation flourishes are economically, industrially and educationally backward. Agriculture is badly affected by poor irrigation facilities. Frequent clashes among communities gave boost to illicit distillation. No major initiatives had taken place in the past either from the government's side or fromsocial organizations to improve the lot of the people. Which new approach will you adopt to bring the problem under control? (250 words)

  5. Explain Problem: In above case illustrate how socio-economic reason have its impact on law and order administration. Poverty, unemployment, farm distress and lack of development have provided nurturing ground for social unrest. MANAGE ETHIC

  6. Reason for limited result of Govt,-action Tackling problem of illicit distillation and consumption through orthodox policing strategy has yielded limited results. This overall strategy is due to myopic view of the problem and knee jerk reaction to it, instead of tackling Problem in Holistic manner and aiming at its roots.

  7. Course of action: Since this problem is multifaceted thus require multi prong and multi stakeholder strategy to weed out from roots. Firstly, it is essential to change attitude of police and citizen towards each other so they may work in tandem to solve this problem. I will call upon meeting of all police officers and ask them to adopt ethos of Community Policing model. Secondly, will work with other District level officer for the purpose of Improving Irrigation facility, larger penetration of Agricultural insurance scheme like PMFBY in order to reduce farm distress. . Thirdly, Provision of alternate means of livelihood by drafting proper roadmap skill India and make in India, Sarva Shiksha Abhiyaan with concerned authorities. Fourthly, Awareness creation by help of NGO and Gram Panchayat, Mahila Shakti Kendras to organize various street plays and debate session to bring about attitudinal changes in community . astly, Use of various sporting events to bring community together and generate sensitivity about health and fitness.
