  6. Sept 7, 2017 NEWS Army supremacy has to be maintained: Rawat . India should be prepared for a two-front war despite its nuclear weapons, said the Chief of the Army Staff, General Bipin Rawat, even as he called for maintaining the "supremacy and primacy" of the Army in a joint services environment . Tri-service integration has been a touchy issue with the Navy and Air Force worried that their autonomy would be eroded. Background - There was speculations that India vwill son get a newtri-service chief, a four-star general like the Army, IAF and Navy chiefs, to ensure synergy in training, logistics, planning and procurements among the three forces. . In the longer run, the country will also have theatre commands to integrate the air, land and sea assets under single operational commanders for a greater military punch from limited budgetary resources. . At present, India has 17 single-service commands and only two unified tri-service commands in the shape of the Andaman and Nicobar Command (ANC) and the Strategic Forces Command (SFC)

  7. CONTD.. While the SFC handles the country's nuclear arsenal through "land, air and sea vectors" The ANC is the only theatre or "geographical" command with all military assets placed under one commander-in-chief at Port Blair. Why a new tri-Service chief? Provide single-point military advice to government Bring synergy among 3 Services in doctrinal, planning, procurement & operational matters . Prioritize inter-Service procurements to build long-term military capabilities . Bette manage country's strategic resources & nuclear arsenal Integrate Service HOs with defence ministry & reduce civil-military divide . Around 70 countries (the US, UK, France, Germany etc) have CDS-like post for integration in military planning & operations

  9. Sept 7, 2017 NEWS Focus on 'impactful' Smart City projects: Centre . The Housing and Urban Affairs Ministry has asked the State governments to push up implementation of impactful" projects which will get people talking about the Smart City Mission . The Centre and the State governments together have identified 261 projects worth 32,600 crore under this category. Majority of these projects are in the first lot of 20 smart cities announced in January 2016. Projects have been shortlisted without any clear definition of what "impactful" means . The list of "impactful" projects varies from Museum of Urban History in Bhubaneswar, to Adventure Park in Udaipur, to rejuvenation of water bodies in Coimbatore, to 5 km-long heritage walk in Warangal, to conservation of built heritage in Thanjavur, to redevelopment of world-famous Manikarnika Ghat in Varanasi. . Since the list of first 20 smart cities came out on January 1, 2016, questions have been raised on the mission. For one, the Smart City is a misnomer, because only small pockets of the city are to be developed. To accelerate work, the Ministry has now decided to award World Bank and AFD (Agence Francaise De t) funds on competitive basis.
