SSC JHT Eligibility Criteria

The eligibility criteria set by the Staff Selection Commission (SSC) for the examination to recruit Junior Translators, Junior Hindi Translators, and Senior Hindi Translators in various Government Ministries/ Departments/ Organisations are as follows-

Reservation and Suitability of Posts for Persons with Disabilities

The posts of Senior Hindi Translator, Junior Translator and Junior Hindi Translator are deemed suitable for the persons suffering from disabilities of One Arm Affected [OA], One Leg Affected [OL], One Arm and Leg Affected [OAL], Both Legs Affected [BL], Both Legs and One Arm Affected [BLOA], Blind [B], Low Vision [LV] and Hearing handicapped [HH] according to the guidelines of the Ministry of Social Justice and Empowerment. 

According to the ‘Rights of Persons with Disabilities Act, 2016’ that came into force, several new categories of disabilities have been added such as Autism, Dwarfism, Acid Attack Victims, Muscular Dystrophy, Intellectual Disability, Specific Learning Disability, Mental Illness and Multiple Disabilities, etc. Candidates suffering from these disabilities can also apply providing details of their disabilities in the application form. The certificates and information provided by the candidate will be verified by the Commission and the Concerned Departments.

  • Candidates belonging to the above-mentioned categories should have been issued a certificate of eligibility by the Government of India 
  • If there is a candidate, in whose case a certificate of eligibility is necessary, he/she may be admitted to the Examination but the appointment offer will be given only after the necessary eligibility certificate is issued by the Government of India

Age Limit 

Candidates who are of 18 to 30 years of age as of 01-01-2021 i.e applicants born not before 02-01-1991 and not later than 01-01-2003 can apply for the examination.

  • Candidates should note that the date of birth filled by the candidate in the online application form should be the same as present in the Matriculation/Secondary examination certificate
  • This will be considered by the Commission to determine the age and no subsequent request for any change will be granted
  • Candidates should note that ‘Call up Service’ for Ex-Servicemen in the Armed forces will be treated as service rendered in the Armed forces for age relaxation purposes

An ex-serviceman means a person:

  • A person who has served in any rank as a combatant or non-combatant in the Regular Army, Navy or Air Force in the Indian Government, and 
  • A person who has either has been either retired or been relieved from such service whether at his request or being discharged by the employer after taking the pension, or
  • A person who has been relieved from the service on medical grounds on account of military service or any other circumstances and awarded medical or other disability pensions, or
  • A person who has been released from service as a result of a reduction of establishment, or
  • A person who has been released from service after completing the specific period of engagement, or at their request or by way of dismissal or discharge on account of misconduct and has been given gratuity and includes personnel of the Territorial Army, or
  • Personnel of the Army Postal Service who are part of the Army and retired from the service without reversion to their parent service with a pension or are released from the Army Postal Service on medical grounds attributable to or aggravated by the military service or circumstance beyond their control and awarded disability or medical pension, or
  • A person who was in deputation in Army Postal Service for more than six years before 14th April 1987, or 
  • Persons who are Gallantry award winners in the Armed Forces including personnel of Territorial Army, or 
  • Persons who are ex-recruits and relieved on medical grounds and granted a medical pension 

Note:

Candidates should note that age relaxation is not applicable to sons, daughters and dependents of Ex-Servicemen. Such candidates should not indicate their category as ex-servicemen. 

Educational Qualifications for Junior Hindi Translator & Junior Translator

Candidates should have a Master’s degree from a recognised University in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level

Or

Candidates should have a Master’s degree from a recognised university in English with Hindi as a compulsory or elective subject or as a medium of examination at the degree level.

Or

Candidates should have a Master’s degree from a recognised university, in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of examination at the degree level. 

Or

Applicants should have a Master’s degree from a recognised university, in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as the medium of examination at the degree level.

Or

Candidates should have a Master’s Degree from a recognized University in any subject other than Hindi or English, with English and Hindi as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at degree level.

And

Applicants with a recognised diploma or certificate course in translation from Hindi to English and vice-versa or two years of experience of translation work from Hindi to English and vice versa in Central or State Government Offices can apply for the examination. 

For the post of Senior Hindi Translator in various Central Government Ministries/ Departments / Offices

Candidates having a Master’s degree from a recognised university in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level. 

Or

Applicants having a Master’s degree from a recognised university in English with Hindi as a compulsory or elective subject or as the medium of an examination at degree level.

Or 

Candidates having a Master’s degree from a recognised university, in any subject other than Hindi or English, with English Medium and Hindi as a compulsory or elective subject or as the medium of examination at the degree level. 

Or

Candidates holding a Master’s degree from a recognized University, in any subject other than Hindi or English, with Hindi medium and English as a compulsory or elective subject or as the medium of an examination at the degree level

Or

Candidates having a Master’s degree from a recognised university in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level. 

And

Candidates with a recognised diploma or certificate course in translation from Hindi to English and vice-versa or three years of experience of translation work from Hindi to English and vice versa in Central or State Government Offices. 

Candidates should note that all the degrees/diplomas/certificates awarded through the Open and Distance Learning mode of education are automatically recognised for employment purposes to post or services under the Central Government provided they are approved by the Distance Education Bureau, University Grants Commission (UGC). 

Candidates should note that programmes such as medicine, pharmacy, dental, engineering, nursing, pharmacy, architecture, etc. are not permitted through distance mode according to the rules made by the Government. 

Candidates who qualify for the Computer-Based Examination should produce the relevant certificates stating that they acquired the minimum educational qualifications.

Physical Efficiency Test, Physical and Medical Standards for the Post of Junior Translator in Border Roads Organisation (BRO)

Criteria for Physical Efficiency Tests are mentioned below. The Physical Efficiency Tests will be performed by a Board of Officers, as instructed by the Headquarters, Director General Border Roads, at the GREF Centre or respective Recruitment Centre as required.

3. (A) Medical standards 

The defined Medical Standards are required for the selection of applicants for their service in GREF (BRO) as per their work profile, the charter of duties, and deployment, including extreme remote places, high altitude areas, and challenging hilly terrain, among other things.

(B) Medical Examination & Medical Tests

For each provisionally chosen applicant, a medical examination and medical testing will be conducted in accordance with the guidelines outlined in this Notification. The Medical Examination will be conducted by a Medical Board nominated by HQ DGBR. The rules for conducting the Medical Examination and the process for declaring applicants as Temporary or Permanent UNFIT are mentioned in the following sub-paragraphs-

(i)  Following a thorough review of all documents, the Officer-in-Charge of the Recruiting Section will hand over medical papers (affixed with a passport-sized photograph) of selected candidates to the Medical Board of the respective Recruitment Centre, including the GREF Centre, and the candidates will report as scheduled. Two Medical Officers will conduct the medical examination of provisionally chosen applicants at each Recruitment Centre, including the GREF Centre.

(ii)  The Recruitment Medical Board shall assess the applicants’ medical fitness in accordance with the guidelines outlined in this Notification.

(iii)  Candidates who are deemed to be medically fit or unfit shall be intimated of their medical results by the Medical Board so that they are aware of their condition.

(iv)  If the medical officer requires the opinion of a specialist, the matter will be forwarded to a Military Hospital or any service/Army Hospital located near the relevant Recruitment Centre or GREF Centre. On the day of the relevant Specialist’s OPD, the doctor would individually brief the candidate regarding the conduct of the medical examination at the Military Hospital and the ensuing process.

(v)  Medical papers for fit and unfit applicants shall be provided to the Recruiting Section/Mobile Regional Recruitment Team by MI Room following the conclusion of the medical examination, preferably on the same day of the examination but no later than 5 days from the date of the examination.

(vi)  Information concerning patients referred to Military Hospitals or any Service/Army Hospitals shall be sent to the Recruiting Section at the same time by the Medical Board.

(vii)   Reported cases returned by the Medical Specialist and properly evaluated by the relevant Specialist shall be disposed of swiftly by Regimental Medical Officer in accordance with the Specialist’s observations, and the Recruiting Section will be notified simultaneously by the Regimental Medical Officer.

(viii) Temporarily Unfit:  Candidates who have been deemed temporarily unfit are divided into two groups. 

(a) Temporarily Unfit for Medical Reasons

Candidates who are adjudged Temporarily UNFIT for Medical Reasons will be informed of their handicap in writing by the Medical Board and the Officer-In-Charge Recruiting or the Board of Officers or the Mobile Regional Recruitment Team. Such applicants have the right to challenge the medical examination performed by the Recruitment Centre Medical Board, and such appeal must be lodged within 60 days after being deemed temporarily unfit by the Recruitment Centre Medical Board. Such applicants should present themselves for a medical examination by a Specialist 05 (five) days in advance with an appeal and will be directed to the relevant Specialist of the closest Military Hospital/Service Hospital on Review Certificate in triplicate. Such applicants would not be required to pay the Rs 40/- re-medical examination cost. If such applicants are judged by UNFIT again during the review process, they will be denied a re-medical test and their candidature would be officially cancelled. If applicants are deemed fit after re-medical testing, the whole induction procedure must be completed within six months of the first medical examination date. If induction is not completed within six months of the date of the initial medical examination, the applicant’s candidature for recruitment will stand automatically revoked, wherein the delay is attributable to the candidate himself.

(b) Candidates Declared Temporarily UNFIT for being Below-Physical Standards

Candidates declared Temporarily UNFIT due to physical standards will be informed in writing of their disability or shortcoming by the Medical Board and Officer-In-Charge Recruiting or Board of Officers or Mobile Regional Recruitment Team. Candidates who submit a written protest to the Medical Board of Recruitment Centre within 24 hours of the Medical Examination will be measured again by the Medical Board of Recruitment Centre in the presence of the Commandant or Officer-In-Charge Recruiting if the Medical Examination is conducted at GREF Centre and in the presence of the Board of Officers if the Medical Examination is conducted at Mobile Regional Recruitment Team Centre. Candidates who have been deemed Temporarily UNFIT due to being below physical criteria in weight or chest measurement will be granted a fair time limit not exceeding two months from the date of the first Medical Examination to achieve the requisite standards. If the applicant is confirmed FIT after remeasurement, the whole induction procedure must be completed within six months of the date of the original medical examination. If induction is not completed within six months of the date of the first medical examination, the applicant’s candidature for recruitment will be immediately revoked, wherein the delay is attributable to the actions of the candidate himself.

(ix) Permanently Unfit: Candidates who have been deemed Permanently UNFIT shall be classified into two categories:

  • Medically Unfit: Candidates who are deemed Permanently UNFIT by the Medical Board shall be informed of their handicap in writing by the Medical Board and the Officer-In-Charge Recruiting or Board of Officers. Such applicants have the opportunity to file an appeal against the current medical assessment within 60 days after being found permanently unfit. Such applicants should appear at the GREF Centre or Recruitment Zone 05 (Five) days in advance with an appeal for a re-medical examination, the Medical Board will refer them to the closest service hospital on Review certificate in duplicate. Before the remedial examination by the service Specialist, such applicants would be asked to deposit an amount of Rs 40/- in the Govt. treasury at SBI. All such instances that are found UNFIT again after a review by the relevant Specialist will not be given another opportunity for re-medical examination/review, and their candidature will stand revoked. If applicants are confirmed fit after re-medical testing, the whole induction procedure must be completed within six months of the first medical examination date. If induction is not completed within six months of the date of the first medical examination, the applicant’s candidature for recruitment will stand cancelled, or revoked, wherein the delay is due to actions attributable to the candidate himself.
  • Permanently Unfit for Being Below Physical Requirements: No appeal may be lodged by applicants who have been deemed Permanently UNFIT by the Medical Board for being below physical standards in height. Candidates who object to physical measurements will be measured again by the Medical Board on the same day, in the presence of the Officer-in-Charge Recruiting or Commandant GREF Centre or Board of Officers or Mobile Regional Recruitment Team (MRRT).

(x) Visual standards: Visual acuity of at least 6/12 in each eye, or 6/6 in the right eye and 6/24 in the left. During the eye examination, corrective spectacles are authorised. Unaided vision in the event of corrected vision will not be less than 6/60 in each eye.

(xi) Surgery: Any applicant who has recently had abdominal surgery (e.g., Hernia, Muscle defect, Nephrolithotomy, Cholelithiasis, Cholecystostomy) may be declared unfit for one year under current guidelines. However, the provision for medical appeal in case of permanent unfit remains the same, i.e. within two months. In such circumstances, the same criteria as for eye surgery cases should be used.

 4. Termination of Candidature

If a candidate is missing on the day of reporting for Medical Examination or during Medical Examination or fails to appear for Medical Review within the stipulated time limit, his candidature will be automatically revoked. The department will not accept any representations or appeals in this respect.

Medical Standards of Recruitments for GREF 

General

Every recruit must be adequately intelligent, devoid of nervous instability, and in good physical condition. He should have no constitutional or acquired impairment that renders him unsuitable for duties in the organisation, especially at high altitudes and in difficult terrain, in the view of the Recruiting Medical Officer.

Examination in General

It is definitely necessary in all situations to strip the recruits when doing medical examinations. Privacy and dignity must be respected. It is not enough if the clothing is only half removed. Except when the inspection involves private parts, wearing underwear is permissible. Every area of the body must be inspected, and if a recruit refuses even after being persuaded, he will be dismissed. Permanent body tattoos are only allowed on the inside of the forearms, that is, from the inside of the elbow to the wrist, as well as on the reverse side of the palm/back (dorsal) side of the hand. In case of an obscene, vulgar, or unpleasant tattoo, the DDG (Pers)/ Comdt GREF Centre will make the ultimate judgement on the tattoo’s acceptability. The DDG (Pers)/ Comdt GREF Centre’s decision in the issue is final. Permanent body tattoos on any other area of the body are not permissible and will disqualify the individual from further screening. 

Physical Fitness is your Responsibility 

The inspecting Medical Board is in charge of determining the recruits’ physical fitness, the possibility of their physical growth, and their identifying markings. The Board will also note any minor flaws on the enrollment form that may be insufficient to cause rejection. In the event of fit recruits, the Board will enter the appropriate information on the enrollment form, using the term Fit-category GREF-I, and return it to the enrolling officer. The examining Medical Officer’s signature on the enrollment form will be recognized as an official declaration that he personally examined the recruit in question in accordance with the current instructions and that the recruit has no blemishes or defects other than those stated on the enrollment form. Any remarks about the recruit’s flaws will be approved in the medical examiner’s own handwriting. When there are no distinguishing features, this too must be indicated.

Medical History Sheet GREF/ MED/ 2A 

  • This is a vital document that is connected to applications for disability pensions after a soldier’s release from the army
  • The Medical Board GREF/ MED/ 2A will complete the medical items in table No. 1 of GREF/ MED/ 2A
  • Failure of the officials involved to pay attention to the production and maintenance of these documents, as well as inaccuracy or inadequacy of the entries therein, may result in significant delay, significant expenditure, and great unfairness to the person recruited
  • Marks and small defects are to be noted concisely and clearly in the space allotted for the purpose in order to facilitate the men’s future identification
  • Medical Officers will take every precaution to ensure that all necessary entries are carefully and accurately made at the time of examination
  • Special attention should always be paid to any flaws that may impact future decisions on pension claims

Rules Governing Medical Inspection of Candidates in GREF

Principal points in Medical Examination of Candidates

The following are the primary points to be addressed during the candidate’s inspection:

a) That the applicant is clever enough (any flaws discovered during the assessment).

b) That his bearing is good and that he has no signs of ear, nose, or throat problems.

c) That his vision in either eye meets the necessary standard, that his eyes are bright and clear, and that there are no noticeable squints, nystagmus, or other abnormalities. The movement of the eyeballs should be complete and unrestricted in all directions.

d) His speech is free of impediments.

e) He does not have any glandular swelling.

f) That his chest is well-shaped, and heart and lungs are healthy.

g) That his limbs are well formed and developed.

h) That all of the joints move freely and perfectly.

i) He must have well-formed feet and toes.

j) He does not have any congenital malformation or defects.

k) He has no evidence of prior acute or chronic disorders that indicate a weakened constitution.

l) He has a sufficient number of healthy teeth for effective mastication.

m) That he is free of any genito-urinary tract illness.

Ground for Permanent Rejection

Candidates who appear with the following circumstances shall be disqualified:

a) General constitution impairment with weak health (BMI less than 18)

b) Abnormality in Gait

c) Severe physical malformation of the chest (pigeon chest, barrel chest, pectus excavatum, Harrison’s sulcus, and joints (Knock knee, bow leg, flat feet etc)

d) Unusual Posture (Kyphosis, Scoliosis or Lordosis)

e) Intelligence Defect

f) Pronounced Stammer

g) Deafness

h) Mental and neurological instability, which includes coarse Digital Tremors, palmar and plantar Hyperhidrosis, and Tachycardia (Pulse rate more than 100 beats per minute)

j) Sexually Transmitted Infections

k) Colour blindness cases

l) Any amount of squinting or nystagmus

m) Corneal opacities affecting the individual’s binocular vision

n) Tympanic membrane perforation

o) Mastoiditis/Chronic Suppurative Otitis Media

p) Tooth loss or decay severe enough to interfere with effective mastication. Less than 14 dental points

q) Endocranial Dysfunction

r) Long-term Lung Infection

s) Cardiac murmur or hypertension (blood pressure more than 140/95 mm Hg)

t) Cases of corneal surgery for refractive error and severe myopia

u) Any amputation that impairs an individual’s ability to work

v) Healed fracture with implants or ankylosis of fractured joints

w) Permanent body tattoos are only allowed on the inside face of the forearms, i.e. from the inside of the elbow to the wrist, as well as on the reverse side of the palm/back (dorsal) side of the hand

x) In the instance of an obscene, vulgar, or unpleasant tattoo, the DDG (Pers)/ Comdt GREF Centre will make the ultimate decision regarding the tattoo’s acceptability

y) The DDG (Pers)/ Comdt GREF Centre’s decision on the issue is final 

z) Permanent body tattoos on any other area of the body are not permissible and will disqualify the individual from further consideration

Temporary Rejection Grounds

The following are the grounds for temporary rejection:

a) Poor vision (adjusted with spectacles, 6/6 in both eyes is deemed acceptable)

b) Few decaying teeth (corrected with a denture is acceptable)

c) Nasal Septum Deviation

d) BMI more than 30 (Should bring down BMI to below 30 within 3 months in order to be accepted)

e) Conjunctivitis

f) Pterygium

g) Trachoma Grade III

h) Chronic Tonsillitis

(i) Pityriasis Versicolor

(j) Tinea Cruis, Scabies, Eczema, and other skin conditions

(k) Gynecomastia

(l) Varicocele, Hernia, and Hydrocele

(m) Veins of Varicosity

(n) Phimosis, Fissure in ano or abscess, haemorrhoids

(o) Acute respiratory tract infection

(p) Anaemia

(q) Plantar Warts 

(r) Hepatosplenomegaly

Acceptance of Candidates with Minor Flaws

Candidates with the following minor defects may be accepted:

a. Flat feet that are flexible and have Hammer toes

b. Minor knock knee (Intermalleolar distance 5 cms)

c. Mild Bow Legs (Inter condylar distance 7 cms)

d. Saphena varix of a mild degree

e. Slight varicocele, or undescended testis (Not arrested in the inguinal region)

f. Healed ear drum perforation

g. Trachoma healed with no lingering gross deformity

h. A little stammering

i. Mild hyperhidrosis

j. Mild phimosis or Hypospadias

k. Eardrum perforation that has healed and closed, leaving a solid healthy scar (Tympanoplasty done)

l. Leg has a little curve

m. Small hammer toe

n. Varices of a mild degree

o. Tinea versicolor (Only after treatment)

p. DNS (Acceptable after treatment)

q. Any other minor flaws that, in the judgement of the Recruiting Medical Officer, would not interfere with the applicant’s future work efficiency if the candidate meets the requisite standard in every other respect

r)  Even a minor issue must be documented

The Time Limit for Clearance of any Unfit by Higher Reviewing Authority

  • All instances of permanent unfitness may be examined by a higher medical authority, who must proclaim him unfit/fit within one month following the unfit declaration
  • All temporary unfit cases must be evaluated by a higher medical authority within three months (90 days) following the unfit declaration to determine whether he is fit or unfit

In cases wherein a recruit with a small problem is approved, the Medical Board will  thoroughly satisfy itself that the condition would not hinder the recruit’s efficiency as a subordinate serving in BRO

When recruits with minor problems, as described above, are accepted, the deficiencies are definitely indicated on the medical history form GREF/ MED/ 2A.

Recruits with mild health issues such as simple wounds, shoe bites, common cold coughs, and similar mild maladies that normally last just a few days may be accepted. Before admitting such a recruit, the Medical Board must be completely convinced that the sickness is likely to heal in a matter of days without the need for indoor treatment. Unless the recruit is necessary to satisfy an urgent demand that cannot be satisfied quickly, he should be told to get himself treated and then return. When a recruit with a minor malady of any kind is accepted, the sickness does not need to be recorded on the medical history form GREF/ MED/ 2A.

The Medical Board’s judgement in all instances of rejection owing to failure to fulfil the requisite medical criteria shall be final.
