this is mainly related to pakistan .........this can be understand by a simple eg. suppose a terrorist gave training to youth without any disturbance and increase their their power . this is good terrorism. BUT that group if involved in attack , bombardment or any illegal activity which harm to nation or people this is called bad terrorism
