@Mandeep kaur 1976 में यह कानून पारित हुआ था एवं 2010 में सविंधान संशोधन हुआ उसके अनुसार इसके तहत न केवल गैर सरकारी संघठन बल्कि राजनितिक दल भी शामिल है ।लोकसभा में गृह राज्य मंत्री किरण रिजिजू ने इस हेतु बड़े विस्तार से व्यख्या की थी । हालांकि association for democratic reform नामक संघठन ने इसके विरुद्ध उच्चतम न्यायालय में अपील की थी जिसका परिणाम था कि माननीय न्यायपालिका ने गृह मंत्रालय से कांग्रेस एवं भाजपा को इस कानून के तहत प्राप्त फंड पर स्पष्टीकरण मांगा था । गृह मंत्रालय के अनुसार इन दलों ने इस कानून का कोई उल्लंघन नहीं किया है । 2013 के कंपनी कानून के तहत भी यही बात कही गयी थी ।
