By having education in the Concurrent list, the Centre can implement directly any policy decision in the States. The amendment was suggested by a Committee headed by. S. Swaran Singh. Education on the Concurrent list was put on the recommendations of the Swaran Singh Committee in 1976. The change is regarding the 42nd Amendment to the Constitution of India. Through the 42nd Amendment Act of 1976 Five subjects were transferred from State to Concurrent List. They are: Education Forests Weights & Measures Protection of Wild Animals and Birds Administration of Justice
