see ur bicyclo compd has a double bond (within the 4 membered ring), so it's a 6 member+4member ring with unsaturation. Now on carrying out ozonolysis, you will break the double bond and give oxygen via double bond to both the carbon atoms whose carbon-carbon double bond you just broke (like I have taught in my ozonolysis lecture). After ozonolysis, on treating with conc KOH +Heat you will carry out Cannizaro and you will have to oxidise one C=O to COOH and reduce the other C=O to CH2OH..and that's how you will reach at you product.
