Sir, If collegium system send another fresh name to Gov second time than is Gov. is binding to his assent or may send it for reconsideration? In first time they send it for reconsideration for another guy.
Kindly explain what is mean by binding up on the government. as the collegiums desicion is final how it can be binding upon the govt ? please clarify
