Major Functions of the Chief Minister

The chief minister is elected as a sub national entity and the head of the government and works as a federal constituent administrative entity.

The chief minister has been considered the elected head of the government of every state. In accordance with the state legislative assembly in a state, the chief minister invited the party with the majority of the seats from the government. About chief minister

Based on this, it can be stated that the primary role of the chief minister is to run and govern various government departments. The governor though acts as the nominal head, but the actual power lies with the chief ministers. The chief minister has provided the advice regarding summoning to the Governor.

Chief Minister in relation to the different categories of people

As per the rules generated by the chief ministers, the people of the state can have different kinds of legislative treatment based on the different categories to which the people belong. For instance, it has been stated that the person who belongs to the SC/ST, has relaxation in case of recruitment in government jobs. Besides offering a different recruitment process, the promotional structure also differs from the general category candidates in terms of working for the government. However, this distinctive process has been abundant by some of the chief ministers in order to maintain a bias-free structure of the recruitment and promotional process in government jobs. 

Chief Minister chairs the State Planning Board

In the state planning board, the chief minister acts as the vice-chairman. As a vice-chairman of the state planning board, the chief minister has the power of advising the government on the formation of different kinds of development plans for the respective states. A review of the implanted development plan needs to be discussed by the chief minister of the respective territories. In the case of economic development, the chief minister has the power of providing advice to the government. On the other hand, the chief minister can discuss the needs of the development planning as well.

Chief Minister as head of state council of ministers

In accordance with the legislature of the state, the chief minister has the power of allocating and reshuffling the portfolios within ministers. On the other hand, in case of having different kinds of opinions, the chief ministers can ask for the resignation of any minister. In addition, the ministers’ activities in the Bidhan Sabha are controlled, guided and coordinated by the Chief Minister. Additionally, the full cabinet needs to resign as well or collapse automatically.

It has been seen that, for being the chief minister, one must be part of the Indian legislature and needs to be 25 years old or more. In addition, the person needs to acquire the majority of votes in the assembly election for being appointed as the head of the state assembly.
