History Of Planning Commission

India is a democratic country and the government believes in equal growth and development of all in the country. When India gained its independence from colonial rule, there were many kinds of issues which needed to be resolved. One of them was the need for a better lifestyle and equal distribution of resources. 

Most of the resources during the colonial period were utilised for the personal growth and benefit of the British government which exploited all kinds of resources including the human resource of the country. But when the control of the nation and its resources was handed over to the people belonging to this place, there was an alarming concern in everyone’s mind on the scarcity of a good lifestyle. Most of the people in the country were poverty stricken and illiterate. India was in the need of a radical change which could not just improve the literacy rate in the country but also raise the living standards of people. The constitution was framed with all these things in mind and a planning commission was introduced to deal with these problems.

Planning Commission

Planning commission came into existence in the year 1951 after the framing and implementation of the Indian constitution which is a living document and is the longest one in the world. The need for a planning commission arose with the situation of the people in India after independence. 

No matter how much the colonial government claimed to develop the country, most of the resources were totally exploited for the personal growth of England and not its colony. Most of the people in the country were poverty stricken and the major reason behind this was illiteracy. The Planning Commission was formed to promote the sustainable and smart use of existing resources in the country. The population of India has been rising rapidly and if resources are not channelised well with proper planning, there would be a severe shortage faced. 

The planning commission is governed by the central government of India. The workings of the planning commission are done through a five-year plan which is decided by the government with the advice and analysis of the planning commission. The Prime minister of the country is the ex-officio head of the planning commission which means if a person becomes the prime minister of the country, then the position of chairman in the planning commission is by default transferred to him/her.

The composition of the planning commission is such that it is formed by the prime minister and major cabinet ministers, one of which is the deputy head and is appointed by the prime minister. Several cabinet ministers are by default permanent members of the planning commission such as the health minister, agriculture minister, finance minister, law minister, e.t.c. The planning commission works through various components and follows the five-year plan method to implement its plans.

History of the Planning Commission

The planning commision is headed by the prime minister of India and is a crucial component of the government. The method followed to implement the plan is a five-year plan method which is decided and implemented by the government of India. The history of the planning commission dates back even before its official inception in the country through the constitution. 

It happened in the year 1938 by the congress in India when its core members such as Netaji Subhash Chandra Bose, Jawahar Lal Nehru and Meghnad Saha who was the person behind the formation of the National planning committee. After the formation of this committee, the British government in India made an official planning board that was known as the advisory planning board but it was redundant as all the decisions were taken by the British individually with any suggestion. The head of this advisory board was K.C Neogy. There were various classes regarding the body because it was considered redundant by many people who suggested giving more powers to it.

When India gained independence, special focus was given to the inception of the planning commission as the focus of the government was a development that needed planning. The planning commission was supposed to work under the leadership of the prime minister of India and was directly accountable to the person holding that position. It is a body under the central government and was first implemented in 1951. 

When the first plan was implemented after the inception of the planning commission, the primary focus was given to the agriculture sector of the country. The planning commission struggled a lot with its implementation and framing because of various reasons such as the conflict with Pakistan and the economic crisis which India was struggling with. Besides that, the regularity of the commission was broken when there were annual plans implanted at the place of five yer plans. The planning commission was dissolved in the year 2014 by the current prime minister of the country, Narendra Modi.

The planning commission has a significant role in the development of the country as India has a large population and scarcity of resources in every aspect is a very common issue. The planning commission has always focused on the overall and uniform development of all the citizens of the country without any disparity.
