Description of the Officials of Lok Sabha

According to Article 93 of the Indian Constitution, there is a Speaker and Deputy Speaker in Lok Sabha who are authorized through a simple majority of members present and voting in the house.

The lower house of the Parliament of India is known as Lok Sabha or the House of the People. In the constitution, there is a limit of a maximum of 552 members in Lok Sabha. Almost all the candidates are authorized by the population. The Lok Sabha is considered to be more important than the Rajya Sabha as it represents the nation. The ordinary and the money bill is controlled by Lok Sabha. 

Currently, the Lok Sabha consists of 545 members. From which 530 members are authorized directly by states. 13 members from the union territories, and 2 members are nominated by the President to symbolize the Anglo-Indian community.

Speaker- also known as ‘Lok Sabha Adhyaksa’ is the presiding officer and the highest authority holder of the House of the People ( Lok Sabha ). 

Deputy Speaker- also known as ‘Lok Sabha Upadhyaksh’ is the second-highest authority holder officer in the Lower house of Parliament. The Deputy speaker acts as a presiding officer in case of absence, leave, death, or illness of the Lok Sabha. 

Speaker

It is the responsibility of the speaker to maintain the decorum of Parliament and assure that it is being followed. On one side, the speaker has to aspire to get ample opportunities in all divisions of the house, and on the other side, they have to conserve the house’s prestige. The position and place of a speaker are indeed a very difficult task that needs firmness, constancy, persuasion, and diplomacy of order.  Interaction with leaders of the parliamentary party is conducted by the speaker at the luncheon eve of every term. At this time, the speaker comes to know the ideology of the parties on a broad range of issues. Also, the speaker has to watch upon the parliament functions as intended under the constitution. 

The major functions and powers of the speaker are: 

  • He governs the processing of the Lok Sabha and passes the money bill. 

  • All the questions and resolutions’ admissibility is determined by the speaker.

  • The decisions which are taken in the Lok Sabha assembly are transferred to the higher authorities 

  • The press conference and visitors in the gallery are administered by him. 

  • It is the duty of the speaker to maintain discipline; if any member becomes unruly, the speaker has the right to withdraw them. 

In an ongoing debate on any issue or topic, the final decision is held by the speaker only. 

Deputy Speaker

After the general elections in the first meeting of the Lok Sabha, the deputy speaker is elected. One holds their position until they are a member of Lok Sabha or resigns. They can be removed from their designation by the majority voting in the Lok Sabha. As a deputy speakers, they need to remain impartial and make justice to each side. If the speaker is absent due to any reason, the deputy speaker serves as a speaker. In Lok Sabha, the Speaker holds no authority over the deputy speaker. According to custom, the designation of the deputy speaker is held by the opposition party. 

According to Article 94 of the Indian Constitution, which deals with resignation, vacation, resignation, or removal from the offices of speaker and deputy speaker. Article 95 empowers the rights of the deputy speaker. Article 97 deals with the salaries of the Speaker and deputy speaker. 

Powers of the Deputy Speaker:

  • In the vacant place of the speaker, the deputy speaker has the authority. 

  • Like the speaker, the deputy speaker has the freedom to vote in the circumstance of a tie. 

  • In case the speaker is absent, the deputy speaker commands a combined meeting of both the cabinets of the parliament. 

  • The Deputy speaker holds a special benefit of becoming the chairman of the committee.  

Conclusion

The Head of the Lok Sabha secretariat, which processes under one’s supervision and direction, is called a Speaker. For the smooth working and impartiality in the Parliament deputy speaker holds a great way. In the parliament, the deputy speaker holds a pivotal place. 

In almost all consequences, Lok Sabha is more dominant than Rajya Sabha. Though the constitution has sighted both the Houses on equal rank, Lok sabha holds greater importance due to its strength of more members.
