Delimitation Commission of India

Today we will discuss a very strong and powerful commission of India, which is also connected with the Election commission of India named Delimitation Commission of India.

The Delimitation Commission of India is a kind of boundary for the Indian constitution. The Government of India created it under the Delimitation Commission act. Also, it works for maintaining a boundary for Lok Sabha constituencies based on the current census. This Delimitation Commission of India is a very powerful body; if this commission orders some issues, any kind of court of law cannot be challenged. If this commission issues an order, then that has to be made effective on that date by the president of India. In the year 2020, on March 13th   Justice Ranjana Prakash Desai took charge as chairman of the Delimitation Commission of India.

History of Delimitation Commission of India: –

This is a process by  fixing a limit of territorial constituencies, which help the country to represent the changes of population. It serves an equivalent segment of populations. This Delimitation Commission of India helps the country to maintain the principle of One Vote, One Value.

After the country gained independence, this commission was set four times. First, it was set up in the year 1952, then 1962 after that 1972 and lastly in 2002.

1952: –

After independence for the first time, the Delimitation Commission of India was created in 1952 based on the census of 1951, and the chairman of Delimitation Commission of India was N Chandrasekhara Aiyar. He was a retired justice of the Supreme court of India.

2002: –

The Delimitation Commission of India 2002 was set up on July 12th 2002, based on the census of 2001, and the chairperson was Kuldip Singh. The central government appointed this kind of commission just because of delineating the border area of parliamentary constituencies. This recent delimitation commission is eligible to fulfil its terms and conditions under the Delimitation Commission of India 2002, due to its modification in that year. As a result, the last updated result based on the 2001 census will be effective until the census 2026. The Delimitation act 2002 helps the people of Lok Sabha adjust territorial constituencies and the State Legislative assemblies based on the census in 1991 without disturbing the number of seats allocated for the people of Lok Sabha.

Purpose of this commission: –

The president of India appoints this Commission with the help of the election commission of India. The basic function of this commission is to make a decent number and boundary of constituencies to make equal popularity in a particular area. Also, identify the number of reserved seats for the SC Schedule Caste and ST Schedule Tribe. In this commission, if there are differences in opinion, the majority opinions get the privileges. With the help of this system, the number of people under the reserved quota is fixed. After making a boundary of a constitution, the commission looks into the composition of people of that particular constitution to make that area equal.

The function of this commission: –

Delimitation Commission of India has some basic functions those are discussed below-

  • This commission plays a role as an election administration as well. They help to supervise the voter registration procedure.
  • Sometimes they conducted the election as well.
  •  The general direction and supervision of elections is also conducted by this commission.
  • The Delimitation Commission of India’s prime function is to make the voters aware of the importance of casting their vote.
  • Before the election, this commission allocates the political symbols.
  • They determine the code of conduct.
  • Get updated about the date of the election on each and every constitution.
  • They also prepare the election rolls.

Based on the census of India, this commission is working. This census identifies the number of people whose economic, educational, and social status in a particular area. Depending on that, this commission works.

This commission helps a country divide the assembly area by the population equally. Also, it is helpful to reserve the people who belong under the ST/SC quota. For maintaining a country properly, this kind of commission is highly recommended. With the help of this kind of commission, the election process also can work properly.
