Linguistic Minorities Special Officer

Article 350B in the Constitution deals with the Special Officer for Linguistic Minorities. This individual safeguards matters related to linguistic minorities.

Introduction

India is home to people from diverse linguistic communities. With over 19,500 languages spoken, India has 121 languages spoken by more than 10,000 people across the country. When considering minority languages, we must examine their social and economic advancement, as well as equal status and taking a stand for equality. While the term “linguistic minorities” are not specified within the Constitution of India, linguistic minorities are considered to be a group of individuals who reside in the country of India or any part of it with a distinctive script or language.

The President of India appoints an officer designated as a Special Officer for Linguistic Minorities (Article 350B) to safeguard the rights of minorities in linguistics. The position of Specialist Officer for Linguistic Minorities was created according to article 350B in the Constitution. The post is upheld by the Linguistic Minorities Commissioner.

Linguistic Minorities 

  • A linguistic minority is a group of people who speak a language that is different from the language spoken by the state or the majority of people in that area. The Constitution of India guarantees the protection of the rights and freedoms of minorities in linguistics.
  • According to Census 2011, there are approximately 36.3 million people in India. Of these, 1.2 billion inhabitants have an absolute minority dialect. It is a language that is spoken by a minority population in each of the 28 states of the country.

The Commissioner or the Special Officer

The Commissioner for Linguistic Minorities is appointed to the post to achieve the goal of the title. So, there needs to be a vision and the mission to aid the work of the Commissioner or Special Officer. It is important to implement strategies, plans, and policies that are developed to support the growth of minority languages of India. The commissioner’s vision follows the same path as it seeks to improve and streamline the process which assists in the implementation of plans, thereby ensuring the effective implementation of constitutional safeguards that are designed specifically for the needs of these minorities. 

To summarise, Commissioners provide possibilities for the growth of minority languages to eliminate the term “minorities” from their identity. Similarly, they wish to implement the goals defined by the Commissioner as well as the vision of the Ministry of Minority Affairs in general. Equal opportunities and inclusive development are therefore the two primary goals for the Commissioner.

Goals of the Special Officer for Linguistic Minorities

The principal goals of the Special Officer of Linguistic Minorities are

  • To ensure that constitutional safeguards and a national accepted scheme of safeguards for minorities in linguistics are implemented effectively and efficiently to ensure that they have equal opportunities to participate in inclusive development.
  • To ensure equal opportunities for minority languages for inclusive growth in national development.
  • To educate the minorities of the language about the protections they have.
  • To handle representations to redress concerns relating to safeguards for minority languages

Role of the Officer

  • To consider all issues relating to grievances caused by the lack of execution of the Nationally and Constitutionally approved scheme of safeguards offered to minorities in the field of language that are brought to its attention through the linguistic minorities’ individuals, associations, and other organisations at the highest administration, groups, and state government’s political levels as well as the administrations of union territories. They ensure that remedial measures are implemented.
  • To preserve and promote minorities of linguistic origin and thereby preserve and protect groups of minority, state governments, and union territories have been instructed by the Ministry of Minority Affairs to make public the constitutional protections offered to minorities in linguistics, and to take administrative steps that are suitable.
  • The state government and the administrations of the Union Territories were asked to give priority to the application of the program of safeguards to protect linguistic minorities.
  • The Commissioner has implemented a ten-point system to give fresh motivation to the efforts of the government to preserve the culture and language of the linguistic minority.
  • To examine all issues that concern the safeguards given to minority languages.
  • Reports on the development of the nationally and constitutionally agreed-upon protections for minority language groups must be sent to the President.
  • To ensure proper implementation of security measures through questions and conferences, visits, or meetings.
