World Customs Organization

The World Customs Organisation which is abbreviated as the WCO is an organisation of which around a hundred and eighty countries are a part of. It was found in the middle of the twentieth century. Before the naming of this organisation as the World Customs Organisation, it was called the Customs Cooperation Council. From the end of the last decade to this minute, it has been headed by Mr. Kunio Mikuriya. English and French have been declared as the two official languages of this organisation.

The World Customs Organisation initially had decided upon choosing the languages of English and Mandarin as the official languages as these languages are the two most spoken languages in the world so it will be easy for people to communicate in them. But later on it was realised that more European nations were part of this organisation than the Asian nations, so all those nations collectively decided that they would choose French as their language. 

As the name suggests, the World Customs Organisation is the only and the topmost organisation in the world that is responsible for the movement of goods and all the other things from one country to another. It means that this organisation only deals with the international movement of goods. As it is mentioned above in the article that only hundred and eighty three countries are a part of this organisation, all the other countries who are not a part of this do not get any help or recommendation from this organisation. 

Factors influencing World Customs Organisation 

The way of work of the World Customs Organisation can be determined by multiple factors and some of those factors are the important ones like certainty, predictability and the security of the goods that are deported from one nation to another. When goods are deported from one nation to another, first the World Customs Organisation has to approve the goods that are supposed to be delivered as the goods should not be something that can be dangerous and can be used as a threat to any other nation. 

The factors that we have to talk about are security, certainty and predictability of the goods that have to be delivered. The security is because all the goods that have to be delivered should be safe absolutely and can never be used as a threat. Let us take an example that a country needs to have something delivered from another nation so as to make nuclear weapons, so they have to show all the related reports to the World Customs Organisation, then only they will be approved. Certainty is also important as sometimes there have been cases when the products are required to be delivered in an emergency as they could be used for an under construction project or a business idea that could help the nation and the delay in the reaching of the products might cause problems. 

The factor of predictability is also very important as whenever the government starts with a project for the public it always gives a period wherein the whole project will have to be completed. So, in order to complete the project all the products will have to be delivered in the time that is mentioned and the World Customs Organisation takes full responsibility for the same and ensures that the prediction regarding the products is always given. 

Instruments used by the WCO 

Now every organisation that operates at such a high level and has to maintain the level of work balance across the hundred and eighty countries that are under it has to use some instruments or some work groups that might be able to help them in their deeds and in this section we will talk about those instruments themselves. 

Now the first and the most important instrument tells the officials about the description of the commodity and its system for the code. Now the code part is recently developed and as it is highly effective. As the name suggests this tool helps the officials to know about the type of product that is being delivered and to get to know about this product requires a certain bit of enquiry. But if we use the code part we will be able to find the same things without even getting into the enquiry part as the product description will be already stored in the code that we would have to scan. 

The second tool is one of the most integral tools, as it involves the temporary admission of nations that are not usually part of this organisation but some of them require the goods to be delivered urgently when they undertake a government project. So, if the nation is just interested in getting only membership for a project or two then they have to opt for this also and the organisation cannot force them to become a permanent member of them.
