The article brings about 2 aspects of FTP: (i) Policy Formulation (ii) Policy Implementation. Commerce ministry / DGFT wants to focus more on the first one which requires negotiations at various international foras. Implementation can not be done by MEA. It has to be a body that deals with trade in the country. MEA has no means to do that. CBEC is apt.
hey the central government would give 50% of the contribution only to eligible subscribers and not to all.. Eligible subscribers are those who had joined the NPS between the period 1st June, 2015 and 31st December, 2015 and who are not members of any statutory social security scheme and who are not income tax payers... https://npscra.nsdl.co.in/nsdl/scheme-details/APY_Scheme_Details.pdf

  3. . Page 10: Aadhaar must for kerosene subsidy, Atal Pension Yojana . Under the pension scheme, a subscriber gets a minimum pension of 01,000 to 5,000 a month, depending on contributions made, from the age of 60. Features of APY . Atal Pension Yojana (APY) was announced in 2015-16. The APY will be focussed on people working in the unorganised sector, who join the National Pension System (NPS) administered by the Pension Fund Regulatory and Development Authority (PFRDA) and who are not members of any statutory social security scheme. This scheme will benefit non-tax payers and those who are not yet covered under a social security schemeThe minimum age of joining APY is 18 years and maximum age is 40 years. Therefore, minimum period of contribution by the subscriber under APY would be 20 years or more

  4. The Central Government would also co-contribute 50% of the subscriber's contribution or Rs. 1000 per annum, whichever is lower, to each eligible subscriber account, for a period of 5 years, i.e., from 2015-16 to 2019-20. The existing subscribers of Swavalamban Scheme would be automatically migrated to APY, unless they opt out. . Kerosene subsidy: Kerosene subsidy is a dying subsidy and will die in 3-4 years because of electrification and increasing penetration of LPG Some states have already been declared kerosene free. Some more states are willing to come forward. Also, the government is promoting use of LPG for cooking purposes by providing free kerosene offtake, . This subsidy outgo on kerosene was around Rs. 8,000 crore in 2016-17

  5. Page l 1: Only 5 MPs clock-100% attendance in Lok Sabha: Nearly 25% of the MPs, 133 of the 545, have attended more than 90% of the sittings while the national average for lawmakers is 80%. Parliamentarians are required to mark their attendance in Parliament, a task the Prime Minister is exempted from. . MPs get allowances to attend Parliament during sessions, but attendance is largely thin during post-lunch sittings Broad Rule: The Chairman or Speaker can declare the seat vacated if a member has remained absent from all its meetings for a period of 60 days without permission. While calculating the 60 days, the period for which house is prorogued or adjourned is not counted.

  6. CSIR faces funds crunch, asks labs to look outside . As part of the 'Dehradun Declaration,' all laboratories signed up to "develop a revenue model in a business-like manner with a clear cost-benefit analysis. The Council of Scientific and Industrial Research (CSIR) was directed to generate half of its funds and start sending report cards to the Centre on how "each of the laboratory [is] focusing its resources on developing specific lines of inventions which would contribute to the social and economic objectives. Good or Bad: Earlier, labs were organised around say, 'chemistry' and 'biology', and now we are thematically organised: Energy, Pharma to strengthen links with industry. This also improves accountability of funding.

  7. Business Page: Commerce Ministry to redefine focus The Commerce Ministry has sought to shed from its portfolio non-core areas including Foreign Trade Policy (FTP) implementation . This is to better utilise the ministry's resources in 'core focus areas' such as India's trade talks with other countries (bilateral and regional Free Trade Agreements) and at the World Trade Organisation (WTO)-level. Timing: when India's goods and services exports are being impacted by rising incidents of protectionism across the world as well as trade disputes. Transfer to the Agriculture and Farmer Welfare Ministry the administrative control over the commodity boards (Coffee Board, Tea Board, Rubber Board, Spices Board, and Tobacco Board)

  8. Central Board of Excise and Customs (CBEC) to take over the role of the nodal body for FTP implementation, Objections of CBEC: The CBEC has also opined that shifting the FTP implementation powers from Commerce Ministry would also require the difficult process of amending the concerned lawsthe Cus- toms Act and the Foreign Trade (Development & Regu- lations) Act . At present, FTP implementation is being looked after by DGFT [is attached to the Commerce Ministry and is responsible for formulating and implementing the FTP] . Our view: Ministry of External Affairs?2?
