Panel of Vice-Chairpersons of Rajya Sabha

The role of the Vice-chairperson of Rajya Sabha is to represent all states and protect the state's rights against the union.

The Deputy chairperson Harivansh Narayan Singh in the “Panel of vice-chairperson of Rajya Sabha is the head of this panel. The Chairman of the panel has the power to nominate the members of the panel in the absence of the president from time to time. The chairman has the power and authority to nominate a maximum of 6 vice-chairmen from the house of the house. The absence of the chairman does not prevent delegation and execution of this power; in case of his absence, the same duty is delegated and executed by the deputy chairman of the house. . 

The vice-chairperson of the panel has the power to select people from the opposition parties for further nomination. The chairperson of this panel belonging to Rajya Sabha is nominated by the members of Rajya Sabha and Harivansh Narayan Singh presides over the chairman belonging to the Rajya Sabha.

Rajya Sabha 

Rajya Sabha refers to the Council of upper states that were the “Parliament of India”. Rajya Sabha was formed to audit the powers of the Lok Sabha, which was made by the framers under the constitution of the country. It also describes the interests of union territories and all states of India. Rajya Sabha consists of 250 members maximum; most of them are nominated for six years by the Lok Sabha of the union territories and all states in India.

 Allocation of their seats in the union territories and every state is based on the population of that particular state. Whenever a bill is presented in any house, it has to be passed by a majority of votes of the lower house, and then the same bill is carried forward to the upper house. In the upper house, the same process is followed where the bill is passed with the majority of votes in the upper house. The bill finally becomes an act or law after getting the relevant sanction and signature of the president of India. 

  .Rajya Sabha cannot reject Money bills that are sent by the Lok Sabha. Rajya Sabha does not control the confidence of the vote in the government.

The panel of vice-chairperson of Rajya Sabha 

 According to the Constitution of India, the current capacity of Rajya Sabha is 245 members, which shows the growth of up to 250 members; 12 members are elected by the government of India and 230 members are agents of all states. The Vice-chairman is elected under the conditions; they hold the house of the panel until a deputy chairman of the panel is nominated.

 The vice-chairman presides over a sitting of the panel under the Indian constitution while having the same power as chairman of the panel presides over the panel. The major duty of the chairperson of the panel is to make rules under the allowances, salary and pension of the parliamentary members by the Act 1954. The chairman of the panel belongs to the Rajya Sabha. 

The procedure of selection in the Rajya Sabha 

Rajya Sabha is the permanent house and the members belonging to the Rajya Sabha retire after every two years. The manner in which the members are elected and nominated in the house of the parliament has some well-defined procedures. The chairman and in his absence the deputy chairman exercise the absolute power to nominate the members.

The secretary-general will be nominated by the chairman belonging to the Rajya Sabha for rendering their advice on the constitutional matter. It also works as an administrative head and maintains the records of the panel securely under the control of the vice-chairperson. Candidates must be won by the required number of votes and it is calculated by the formula. The candidates must win the seat in Rajya Sabha that is derived by using the formula of summation of the total number of MLAs multiplied by 100 that is divided by vacancies adding 1 that is again added to 1.

Role of the panel 

The chairperson of the panel has the strength to nominate all members performing belong to the Rajya Sabha and set it up under the relevant statutes. The Chairman also has the power to elect members of the panel that nominates the chairperson of the “press council” under the act 1978. The major responsibilities of the vice-chairman belonging to the Rajya Sabha are to assist in the passage of bills as laws and ensure that the government of India performs its responsibilities as major duty satisfactorily. According to the constitution of India, the chairman has the power to cast votes in case of a tie.

Under Article 80(1) of the Indian constitution, the list of elected members belonging to the Rajya Sabha is elected against apathetic vacancy because of the death of Ramdayal Munda. The following members are the current members belonging to the Rajya Sabha.

Rajya Sabha and Lok Sabha  

Rajya Sabha refers to the house of all states, where the members are nominated by the chairman of union territories and all states. On the other hand, Lok Sabha is known as a council of people; the public of the country elected the members through the election. The operation in Rajya Sabha was permanent; Lok Sabha operations continued for five years. The minimum age for the members of Rajya Sabha is 30 years and on the other hand, the minimum age for Lok Sabha is 25 years. The representative of Rajya Sabha is known as the vice president of India and the representative of Lok Sabha is called a speaker.

Conclusion  

 The Chairperson has a right to interpret the Indian constitution and make rules for the mistake that was done by the member belonging to the Rajya Sabha. The chairperson of the panel is also a spokesman in the panel, who has the right to represent a voice to the outside people of India. Rajya Sabha’s seat quota is fixed for every state and ⅓ of those seats occur every two years by the election.
