Leader of the house, House majority leader, “Leader of the house of commons”

It refers to a particular person who leads the house in a parliamentary system. There are two houses in India, called Lok Sabha and Rajya Sabha. In both houses, usually the “parliamentary chairperson” of the ruling party. In the case of “Lok Sabha”, the power of leading the house is rested upon the prime minister of the country provided he or she is a “member of Lok Sabha”. In addition, the power of leading the house is given to the “parliamentary chairperson of the majority party” provided he or she is a “cabinet minister or nominated person”.

Leader of the house

Leader refers to the parliamentarian designation or simply the post that is taken by a particular individual from a particular political party. There are two houses in India, therefore, two people are in-charge to lead the two houses during parliament sessions. The main function of both of these two leaders is to monitor the “administration of government business” of the two houses in the legislative assembly. It usually refers to “the leader of the Rajya Sabha”. Individuals, carrying out the duty of the “leader of the house”, must be a “cabinet minister or nominated by the cabinet”. In both cases, it is the responsibility of the leader to conduct the governmental business and to present it in front of the members from different political organizations. The leader of the house has complete control over the two houses regarding administration procedures. It is the duty of the responsible person to make a schedule of the bills that are coming into the next session of the parliament. In addition, the leader of the houses decides which topics should be presented on the houses to make people aware of it.

House majority leader in the Rajya Sabha

The individual appointed as the leader of “the Rajya Sabha” carries huge responsibilities during the parliamentary sessions. This very individual is responsible for conducting the whole process, especially the debate, or discussion part. It is also the duty of the leader of the house to maintain harmony among the fellow members and the respect of the Rajya Sabha. The designated individual has the power to maintain the standard proceedings during the parliamentary debates or discussions. However, the people of India can not elect any particular individual to represent Rajya Sabha as the leader of the house. Instead, the ruling party decides which person, who must be either a cabinet minister or nominated by cabinet ministers, should represent the government in the upper house. This particular individual is responsible for organizing governmental businesses. In collaboration with the chief whip, the leader of the house selects the matters or topics that will be discussed in the upcoming session of the parliament. Interestingly, the leader of the house has the power of duality, that is, most of the time he or she represents a particular party but he or she can represent the whole house in some particular situations including wartime and emergency period. 

Leader of the House of Commons

It refers to the leader of the Lok Sabha. It is a very important and highly decorated post that is usually chaired by the prime minister of India or any selected member. The person is responsible for drafting the whole policy of the business and presenting it to the lower house to present the idea of government in a particular topic.  The foreign policy, wartime policy, and such highly important strategic policies are mandatorily presented to the House of Commons by the leader of the Lok Sabha. In addition, the five-year planning and formation of any new committee or commission are usually declared by the person to all. The leader of the “Lok Sabha” usually takes a huge role in drafting new bills and in presenting those bills to the House of Commons. He or she has the duty to defend the presented bill and the government during the debate session in the lower house. This particular person is a member of the “Business Advisory Committee (BAC)” set by the government. The leader of the house gives his or her suggestions to the BAC in allocating time for particular bills in the Lok Sabha. Moreover, this particular person’s role is to defend the standpoint of the government in different issues whether it be political or any others. He or she is responsible to defend the progress of the different projects or initiatives, taken by the government.
