JVP Committee

The JVP committee consisting of “Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya” was established to study the recommendation of the Dhar committee.

Introduction

Indian national congress founded a committee in the Jaipur session to study recommendations of the Dhar committee which has rejected a proposal of a division state on the basis of language. Thus, in the Jaipur session, Indian National Congress has set up a community in which Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya are appointed. This committee is primarily focused on the detailed analysis of a recommendation of the S.K. Dhar committee. This study highlights aims and objectives of JVP committees and its recommendation on formation of linguistic states in India.

Aims and Objectives

Before the set-up of the JVP committee, SK Dhar committees were established. The primary motive of this establishment is to find whether it is suitable to divide states of India on the basis of language. The SK Dhar committees provide recommendations that it is not suitable for the sovereignty of India to divide the state on the basis of language. According to this committee, it has been noted that if state reorganisation is done on the basis of language then India may face a wider range of issues. Under these circumstances, in December 1948 a committee of three persons named Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya, a committee was set up. This committee is known as the JVP committee. This committee scrutinised the recommendation of SK Dhar committee recommendation and submitted a report in the month of April 1949. According to this committee, reorganisation of states on the basis of language is not good for the country’s prospects. Thus, this committee also rejected the proposal of reorganisation of state on the basis of language. This community supports state reorganisation on economic prosperity and unity of nation. This committee also recommended that formation of new provinces should be delayed by which various emerging issues can be resolved. 

Members of JVP Committee and its Significance

Demand for formation of Andhra on the basis of language is quite high after independence. In this situation, it is necessary for the government to assess the pros and cons of a division of state on the basis of language. In this situation in 1948, the SK Dhar committee was set up. This committee prudently recommended that reorganisation of the state on the basis of language is beneficial for the country’s prospects. In the month of December 1948 Indian National Congress set up another committee which consisted of members “Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya ”. Thus on this basis of the name of a member of this committee the committee is known as the JVP committee. This committee critically evaluated those recommendations which were provided by the Dhar committee. 

Recommendation of JVP

On analysis of recommendations made by the JVP committee, it has been noted that these committees oppose reorganisation of the state of India on the basis of language. This committee supported the argument and recommendation provided by SK Dhar that linguistic factors are not suitable for the country. Moreover, JVP committees recommend that state reorganisation be effective on the ground of economic prosperity, security and unity of nation. Another recommendation provided by these committees is that the creation of new provinces should be delayed through which other issues and problems can be identified in a proper way. Based on this it has been noted that this community supports recommendations provided by the SK Dhar committee. In a detailed analysis of this study about the JVP recommendation, it has been noted that the primary focus of this committee is to reorganise states on the basis of language. 

JVP Committee Report Analysis

Through the recommendation of the JVP committee, it has been cleared that members of this committee opposed reorganisation of state on the basis of language. On the other hand, as this committee is being established for the purpose of analysis of recommendations provided by SK Dhar committee, this committee submits its report in the month of April 19498. It supports the argument of the SK Dhar committee that the reorganisation of state on the basis of language is not suitable for India. The report also does not advocate large scale linguistic reorganisation, it specifically mentions Andhra. In protest of the JVP committee report and SK Dhar committee report Potti Sriramulu was on hunger strike for 56 days. But in 1953 the government of India was forced to separate Andhra from Madras. Under these circumstances, Andhra Pradesh was the first state which reorganised on the basis of language. Thus, though Dhar commission and JVP committee opposed linguistic factors of state reorganisation, formation of Andhra is reorganised on linguistic factors.

Conclusion 

At the end of this study, it can be concluded that in December 1948 JVP committee consist of members “Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya” is created which aim to evaluate recommendation of Dhar commission and provide remediation to government about significance of linguistic factors for state reorganisation. In April 1949 this committee submitted its report which rejected the proposal for formation of state on language and supported the Dhar commission recommendation. However, in 1953 a new state Andhra was formed based on linguistic factors. Thus, though both committees reject linguistic factors for state reorganisation, a new state Andhra was formed on the basis of language.
