Dhar Commission

In this research study, the expression "commission" refers to a group of people that are burdened by the government or any other official person with higher authority for doing something. Moreover, it can be stated that commissions are built for appointing or investigating any kinds of allegations, or also order for anyone to do something for payment.

Introduction

On 17th June 1948, as the President of India Rajendra Prasad established an assembly for making the Linguistic Provinces Commission also known as Dhar Commission, and the chairman of the commission was S. K. Dhar. The Dhar commission helps to suggest reconstructing the dominion based on financial efficiency, demographic contiguity and ease of management. The commission was designated to examine the cases of renationalization or reorganisation in various Indian states.

Since it was known by everyone that in India people can see religious diversity in one place at the same time. Besides this, the diversity also depends on the geographical, cultural, linguistic, environmental and more that becomes the reason for making demand for small states. After analysing citizens’ demands, the government of India firstly thinks about it and takes some approaches to make it possible. Moreover, after analysing various states from different perspectives it was found that linguistic reorganisation is not possible in the state of India.

Dhar commission

In 1948, Rajendra Prasad the President of India established an assembly to appoint the Linguistic Provinces Commission that was maintained by the chief chairman S. K. Dhar. This commission helps every state for their new recognition on a linguistic basis in India. The Dhar Commission provided its report to the ministry on 10 December 1948, though the commission rejected this reconstruction of states dependent on the language. Moreover, after this in December 1948 the commission also created another committee called JVP Committee (Jawaharlal Nehru, Vallabh Bhai Patel and Pattabhi Sitaramayya). Hence this committee is established to examine the possibility of the linguistic reconstruction of various Indian states. However, after evaluating the geographical area of India, the JVP Committee produced a report to the national council to close the reorganization of states on the basis of their language.

Andhra Pradesh became the first independent Indian state that was established on a linguistic basis on 1st October 1953. Apart from this, there were several essential recommendations of this commission were conservation of cultural and economic homogeneity, financial viability, national integrity and others.

Moreover, the Dhar Commission or the Linguistic Provinces Commission was organised by the President of India under the chief justice of S. K. Dhar. Hence it was held because there was much demand from south India that they want to separate their state based on religion, languages, culture and others. However, giving value to their citizens the Indian government established the Dhar Commission in 1948 that also populated the Linguistic reconstruction of several states. Moreover, after establishing this commission, committee members find that as a religious democratic country it is not possible to separate their states just based on language or cultural basis. Dhar Commission is very essential for evaluating the various information of Indian states and its other fundamentals just on a linguistic basis.

However, after providing the state analysing report the ministry can understand that there were some research gaps in the Dhar Committee. In order to fill all those gaps, the Indian government established a new committee named JVP Committee, whose main members were Jawaharlal Nehru, Vallabh Bhai Patel and Pattabhi Sitaramayya. The new committee considered that linguistic reconstruction was not possible based on demographic area, culture, developing potential, financial power and others.

What is the Dhar commission?

There was a demand that the Indian government had to face those citizens of some areas especially from south India who requested for reorganisation. Hence these requests come from various religions, languages repeatedly, and for this, in 1948 the Indian government thought to make approaches based on this situation. President Rajendra Prasad set S. K. Dhar as the chief justice of this linguistic commission named as Dhar Commission. At the start of this commission, all the committee members start their analysis based on geographical area, financial power, language difference, and different potential. However, after the research committee established a report that states that in this different religious and demographical country it is not possible to set linguistic changes in various states.

Moreover, after evaluating the Dhar Commission report, the Indian government also reestablished a new committee to evaluate the efficiency of the Dhar Commission report. The new commission also states that governments have to reject the thinking on the basis of the linguistic reorganisation of states.

Conclusion

Hence it is concluded from the above study that the Dhar Commission had a large impact on the Indian economy based on linguistic reconstruction. Moreover, the Dhar Commission was always against the thinking of reorganisation on the concept of linguistics that provided a strong judgement that it was not so possible. This study also helps to state that, the commission makes some points of challenges that had been faced whether linguistic reorganisation was done. Moreover, it also summarised that the Dhar commission also helps to establish the JVP commission that helps the government of India in several ways.
