COMPOSITION OF RAJYA SABHA

At present Rajya Sabha has a total number of 245 members out of which 233 members are elected in the legislature of a state or Union Territory by means of single transferable votes. “Remaining member that is 12 members are nominated by the president of India” for their enormous contribution to Arts, Culture, literature and social services.

Rajya sabha which is widely known as a council of state is the upper house of Indian parliament. As of 2021 total number of members of the house stood at 245. 233 out of total members are elected through a single transferable vote in the legislature of a state or union territory. On the other hand, the president of India had power to nominate 12 members in this house. This appointment is based on contribution towards society. This is a permanent body that is not subjected to dissolution which means a change in government doesn’t affect its composition. Articles 79 of Indian constitution deals with composition of the council of state 

Historical background of Rajya sabha

Parliament of India consists of three main parts ie, presidents, and two houses known as council of state and house of people. In 1954 the government of India adopted the Hindi name of the council of state that is Rajya Sabha. A total number of members in this house cannot be more than 250. 238 members are elected from the legislature of state and UT and remaining members can be filled by the president of India. The constitution of India mentions about the qualification of becoming a member of this house. According to this, a person can only be a member of this house if he or she is a citizen of India. Furthermore, a person needs to have attained the age of 30 years. In 1952 the council of state of Rajya Sabha was formed.

Description Composition of Rajya Sabha

On analysis of the commotion of Rajya Sabha, it has been noted that the total strength of this house is 250. Seats are allocated in state and union territory according to their population. A higher number of Rajya Sabha seats are allocated to Uttar Pradesh. A total number of Rajya Sabha seats in the state stood at 31. Maharashtra has second highest in terms of the number of Rajya Sabha members as it has 19 members. Goa, Manipur. Meghalaya, Nagaland, Tripura, Mizoram, Pondicherry and Arunachal Pradesh have the lowest number of Rajya Sabha members having 1 seat. The “Vice president is an Ex officio chairman of this house”. Besides this, the house elects its deputy chairman among them. In this house, there’s also a panel of vice-chairmen who presided over proceedings in absence of the presiding officer. Moreover, one-third of total members retired after every second year from this house. Total term is fixed in the house for about six-year. Rajya Sabha consists of a presiding officer, secretary-general,  member as well. 

Significance of Rajya Sabha

The origins of the second chamber is based on the Government of India Act of 1919 that provides basic guidelines of the council of the states. Rajya Sabha represents the federal principles. The Legislative subject depends on the managerial subject which is involved by the president. The integrity of the nation is based on parliamentary democracy. The role and responsibility are following accountability to complement with the first chamber which indicates the greatest security. Indian democracy is based on the federal nature and shows the regional policies of the government.

Conclusion

Based on the above discussion it can be concluded that Rajya Sabha is known as the Indian parliament house with almost 245 members. The president of India has the power to nominate 12 members in this house. These 12 members are nominated to the literature and social services. On analysis of the commotion of Rajya Sabha, it has been noted that the total strength of this house is 250. In the year of 1954 the government took up a Hindi name which is called Rajya Sabha. Total 245 numbers of members are in the Rajya Sabha and almost 233 members are elected by the transferable votes.  

Based on the above discussion it can be concluded that the preliminary system has been followed by the Rajya Sabha. The strong councils of the individual states are following some principles to identify legislative schemes. The accountability is ensured by the legislature and which is following practical sources. Indian parliament consists of Rajya Sabha, Lok Sabha by following constitutional laws. The nominated presidents are enhancing practical experiences by the social services. The eligibility of the becoming members is held on the constitutional laws to evaluate citizens of India.
