Chairman Of Rajya Sabha

Constitutionally, the term “Rajya Sabha” is known as the “upper house” of parliament of India, which is also called the “house of elders”. In this assignment we are going to analyze the keywords ‘ Chairman of Rajya Sabha”, “Chairman of Rajya Sabha is elected by”, “List of chairman of Rajya Sabha”, “Adjournment of Debate”, “Bulletin” and the “Powers of Chairman of Rajya Sabha”.

INTRODUCTION

In the parliament of India, the constitutional term “rajya sabha” is called “upper house” and also “house of elders’ ‘. In the year of 2021, the maximum number of Rajya sabha is 245. In this assignment, the study is going to analyze everything related to the chairperson of “Rajya sabha”. By whom and how the chairman of Rajya Sabah is elected? What is “Adjournment of Debate”?  What is a bulletin?   What is the special power of the Chairperson of Rajya Sabha? These questions need to be answered in order to understand the topic of interest. 

Chairman of Rajya Sabha 

The chairperson of Rajya Sabha is Muppavarapu Venkaiah Naidu, who is the 13th and present chairman of the “house of elders” since 2017. Presently the vice president is the “ex-officio chairperson” of India. 

Chairman of rajya sabha is elected by

 The chairperson of “Rajya Sabha” is elected by the all members consistency about the electoral college of both houses of the parliament such as “rajya Sabha” and the “Lok Sabha” in addition with the proportional representation system that means  every single  negotiable vote. The strength of the rajya sabha is maximum Two hundred and forty five (245), of which 230 are elected by the vote of the rajya sabha and 12 are nominated by the president of the india.

 List of chairman of rajya sabha

The first chairperson of “Rajya Sabha” was S Radhakrishnan also, he was  the first “Vice President” of the Nation, after the independence. The first woman chairman of Rajya Sabha of India was a “Lawyer Journalist Politician”, named Violet Hari Alva. Dr.Zakir Husain was the second chairman of India and he served as chairman from 1962 to 1967. Shri Varahagir Venkata Giri served as a chairman from 1967 to 1969. Shri Gopal Swarup Pathak served as a chairman from 1969 to 1974. Shri Basappa Danappa Jatti served as a chairman from 1974 to 1979. After that, Shri M Hidayatullah served from 1979 to 1984, Shri R.Venkataraman served from 1984 to 1987, Dr.Shankar Dayal Sharma served from 1987 to 1992, Shri K.R. Narayanan from 1992 to 1997, Shri Krishan Kant from 1997 to 2002, Shri Bhairon Singh Shekhawat from 2002 to 2007, and Shri Mohammad Hamid Ansari served from 2007 to 2017. The present chairman of “Rajya Sabha” is  Muppavarapu Venkaiah Naidu since 2017.

Adjournment of Debate

Originally, adjournment of debate is a method in the House of commons of authorising a debate that can take place without asking any question which is decided by the houses or members of the parliament. The primary aim of this adjournment debate is to bring all the attention of the members of parliament about the serious consequences of the public urgency. Normally, the adjournment of debate takes 30 minute duration about any urgent matter.

Bulletin

The bulletin of rajya sabha is declared in two important parts. Part-I includes a short record  of the procedures of the both house members; and the Part-II includes details on each and every matter connected with or relating to the work of the members of the community or house or the points of view of the chairperson may be contained therein. A bulletin is used for a brief official announcement which is made publicly to notify the people about any important matter or incident. Mainly a bulletin is a short public notice to inform the people about the incident or event or any matter.

Powers of Chairman of rajya sabha

The chairman of rajya sabha sometimes serves as “Presiding Officer” of the Parliament. The chairman has the power about everything related to passing any bills. The chairperson has the right to explain the rules and regulations of the Indian constitution. On the other hand, the chairperson also plays a role as the principal spokesperson of the Indian parliament.

CONCLUSION

Through this assignment it has been concluded that, the present chairman of rajya sabha is Muppavarapu Venkaiah Naidu who is elected by the constituent electoral college of all the members of the both houses of the Indian parliament. In the year of 2021, the Indian parliament has 245 members of which 233 are elected by the vote and 12 are nominated by the president of the india. Being a member of rajya sabha , that person needs to be at least 30 years old. Other than that this study has also analysed the adjournment of debate and bulletin.
