The first chairman of the committee was Mr Balwant Rai G. Mehta. Under his effective leadership the committee first advised “democratic decentralization”, this process came to be known as the Panchayati Raj.

The representatives of village panchayats are directly elected, whereas the representatives of the panchayat samitis and the Zilla Parishad are indirectly elected. The transfer of power and responsibilities to these bodies are genuine. 

These samitis are also provided with a justified amount of resources to be able to carry on all these developmental functions effectively. The Panchayat Samiti are the executive body of the system, whereas the Zilla Parishad helps by providing advice, thus acting in the advisory roles and ensuring smooth and effective coordination.
