Introduction
The Janata government arranged a committee in 1977 in which Ashok Mehta was selected as a chairman and their main motto was to find out several causes which were all responsible for the poor accomplishment of Panchayat Raj. This committee also suggested the two tier systems that Panchayat Raj including Zilla Parishads in the district level as well as the Mandal Panchayats against the tire system that was proposed by the Balwantrai committee. The committee also recommended the protection of Panchayet Raj and the decentralisation of power at different levels.
Ashok Mehta Committee
Due to the reduction of the Janata government, Ashok Mehta’s Committee approvals were not applied. In between, few states with Karnataka expressed new legislation and arranged the basis of all recommendations of Ashok Mehta’s Committee. Both Committees overlooked all the important aspects of panchayats, the units of their self-government. During the 1980s, the two most important Committees were selected to look at their local governments. G.V.K. Rao committee formed in the year 1985 and Dr. L.M. Singhvi formed the committee in 1986. The G.V.K. The Rao committee also recommended the revival of the Panchayati Raj such as greater implementation, the responsibility of all planning, and the monitoring of all rural development programmes that could be allocated to them. The L.M.Singhvi Committee also recommended that Panchayat Raj should be protected and recognize all the important aspects. The system that came later has been known as the Panchayati Raj, which was inducted by Prime Minister Jawaharlal Nehru in 1959 at Nagpur.
Ashok Mehta Committee Report
The committee departs from the predictable mode that presents the views, recommendations as well as suggestions in the form of summarising the main endeavour that has been laid down by different types of new approaches towards Panchayat Raj. Point by point the concentric circles interact as well as depend on each other. The structural, functional, and utilisation of the management is most important to improve the demographic structure. Determine all the major problems and emerging ones as well as utilise all the positive activities that are necessary for development in the rural area.
This committee also highlighted all the positives for changing the variation, a crucial theme that all motivates them for economic development. These approaches are necessary to execute all the positive aspects which all should include in this committee and influence the committee members to provide more facilities to the people and it is excellent guidance for their future. After utilising these all, they can also find out the major problems for which the government was suffering and could not mitigate the demands. Programmer development and lack of political posters, various internal deficiencies, lack of clarity all were shown as weaknesses of the entire system.
