Land Records

The concepts of land records have been discussed. In addition, the concepts of village land records, khatian and plot information, and different terms used for land records in India are being elaborated.

Introduction

Land record is a generic term that is used to refer to a number of records. Land records include crop inspection register, register of the lands, Records of Rights (RoR), disputed case register, mutation register, tenancy, and so on. These also include certain geological information related to the land records such as type of soil in the land, size, and shape of the land. By the end of the discussion, the concepts of village land records and khatian and plot information could be acknowledged. 

Concepts of village land records

About 90 percent of the village land records in India have computerized their land records in the year 2019. The ministry of rural development in India has specified that about 53 percent of cadastral maps showing the boundaries and ownership of land parcels have been digitized. In the specified country, with the assistance of the “Digital India Land Records Modernization Programme (DILRMP)”, the center is providing financial assistance to the states in order to computerize the village land records. There are mainly four types of land in India for sales such as follows:

Agricultural land: In the concerned country, more than 50 percent of land is agricultural land. This is mainly because the economy of India significantly depends on agriculture.

Residential land: This type of land is mainly used for housing purposes. 232 thousand residential housing units were launched across India in the year 2021. 

Commercial land: This type of land is used for commercial purposes such as warehouses, showrooms, retail outlets, offices. Therefore, they are mainly close to the locality.

Industrial land: The specified type of land is used for industrial purposes and is usually bigger in size.  This type of land is located in outskirt areas or far away from the locality. 

Discussion on khatian and plot information

Khatian and plot information is mainly used for the land records in India. Khatian number is also known as the record of right. It is a Persian word and consists of a document for land records. Khatian number is prepared through the survey for assessing land development taxes and determining ownership and possession of the land. On the other hand, plot number can be defined as the number allotted for the plot of land when it mutated in village land records or municipal records. Khatian number is used or maintained at the village level and it consists of a serial number of lands that is registered in the BLRO register. With the help of the DILRMP, an individual can check their land information by putting their khatian number or plot number on the official website of the concerned state in India. A Khatian number generally consists of dag numbers where it shows the amount of land owned by an individual. Khatian and plot information is used by the land revenue department of India for assessing land development taxes. 

Commonly used land record terms in India

A land record includes property rights such as Mutation, Record of Rights, and Register of land. In the specified country, terms of land records vary from state to state. 

Khata: This revenue document gives information about the build-up area, location, and size of a property. It is also used for the identification of individuals liable for paying property tax. 

Kharsa: This is also termed as dag number and it is assigned by a survey committee in urban areas. It is a unique number given to a piece of land in the village area. 

Patta: Patta is a record of rights and a document consisting of the name of the legal owners of the land property. 

Mauza: This term is used to refer to a village in West Bengal, a state in India. 

Nakal: It consists of all the information related to the ownership patterns, land, and revenue. 

Khatauni: It is a type of account book that consists of all the details of landlords and specifies all landholdings. 

Jamabandi: A record of rights describes the land ownership, details about cultivator and owners. 

Khudkasht: It is a type of document that indicates whether a land is cultivated by the landowner, or the cultivator.

Conclusion

It can be deduced about the concept of village land records, which includes different types of land sales in India such as agricultural land, industrial land, commercial land, and residential land. It discusses khatian and plot information and its importance in keeping land records. In addition, it also includes different types of land records terms used in India such as Khata, Mauza, Kharsa.  In India, the central government is trying to include all the land information in digital platforms with the assistance of the DILRMP.
