Eleventh five year plan is a significant plan launched under the influence and leadership of Manmohan Singh. Duration of the eleventh five year plan was 2007 to 2012.

C.Rangarajan prepared the eleventh five year plan and the main theme or vision of the eleventh five year plan was “more inclusive and rapid growth”. Targeted growth rate during the eleventh five year plan was 9% while the achieved growth rate during the eleventh five year plan was 8%. This five year plan gives priority to poverty eradication to bring inclusive growth of the economy. Skill development and education were given priority during the eleventh five year plan (2007-2012). However, it stressed on distant education, formal education is given priority during eleventh five year planning.

Gender inequality is a threat to society and therefore the eleventh five year plan put special emphasis on gender inequality reduction for bringing more growth and sustainability to the nation. Eleventh five year plan put special emphasis on building environmental sustainability for bringing more growth and productivity to the nation.  Agricultural and industrial growth are necessary for a country’s economic development and industry, service and agricultural growth expanded during the eleventh five year planning period (2007-2012). Plan expenditure in the eleventh five year plan increased more than the 10th five year plan. The 10th five year plan expenditure was 8, 10,400core which was increased during eleventh five year planning and became 14, 21,711core. The Trade Deficit during the eleventh five year plan became $ 644 billion and therefore it suggested there was a payment crisis that happened during the eleventh five year plan which led to rupee’s depreciation during the period of 2007 to 2012. 

Significant features 

Main aim of the eleventh five year plan (2007-2012 )was to achieve more growth and productivity and therefore agriculture, service sector and industry were given priority during the eleventh five year planning. Eleventh five year plan (2007-2012) stressed on higher education enrolment of students between 18 to 23 age group by the end of 2011 and 2012. IT education institutions, formal and non-formal education, were given priority during the eleventh five year planning. Skills development and education were also given priority during the eleventh five year plan for building inclusive growth in the nation. Eleventh five year plan pledged to provide safe drinking water to all by the end of 2012. Gender equality and environmental sustainability were given priority during the tenure of 2007 to 2012. Special emphasis was given on the social sector during the eleventh five year planning timeframe. The Target GDP growth rate during the eleventh five year plan was 9% but the achievable growth rate during the eleventh plan became 8%. During the eleventh five year planning fertility rate reduced in India and it reduced to 2.1 during the time frame.

The main objective of this plan is to activate the improved quality of life for the citizens of India full stop; it also contributes to the larger National goals of socio-economic development.

Weightage carried by the five year plan in the economic planning of the state

It is necessary to go through economic planning and a five year plan chapter from a competitive examination point of view and it carries significant weightage in various examinations conducted by central and state governments. Staff selection commission conducts combined graduate level, combined higher secondary  level and combined defined service examination and in each examination out of total 25 questions from general awareness 2 to 3 questions are directly asked from the economic planning  chapter of Indian economy subject. Central and state government conducted various administrative examinations where questions were common from economic planning and five year plan and it was asked in preliminary screening test, main examination and also in personality test or interview for gaining understanding of students in economy subject. It is necessary to go through the chapter seriously and make notes of specific points in the notebook for making revision of the chapter properly before appearing in the competitive examination. Economic planning and a five year plan carry significant weightage in central and state government examinations and one must not overlook this chapter for scoring good marks and clearing the examination.
