Answer: Dr. P.V. Rajamanar was the Chairman of the Rajamannar Commission established by the DMK Government of Tamil Nadu in 1969. It was tasked with determining the relationship between the federal government and the states in a federal structure.
In 1971, it submitted a report. Changes were made to the VII schedule and residual powers were given to the states. Here are some of its other important suggestions:
- First, there was an Inter-State Council set up
- To establish a permanent finance commission
- Elimination of the President’s rule as outlined in Articles 356, 357, and 365
The Planning Commission will be replaced by a statutory body following the elimination of all-India services (lAS, IPS, and IFS).
