According to Article 350-A, governments have a responsibility to make an effort to offer children from linguistic minorities appropriate resources for teaching in their native tongue throughout the elementary level of education. The president is empowered to provide any state with the instructions he deems appropriate or necessary to ensure the supply of these amenities.
