Answer: Coming together federation is when all the states are independent but they all come together to form a large nation this will help the states to increase the security of each state and their identity will be retained as well. 

The states will be having an equal amount of power and they will be called strong states due to the federal government. 

USA and Switzerland choose to appoint this system which helped them create a big nation where the center has no right to intervene. India is formed by holding together a federation where a whole country will divide the power between all the states.
