Answer: Meeting or coming up together means nothing but other independent countries or states are joining hands together. Such coming together and joining hands is meant for creating a big country & state. 

The countries like Switzerland, USA & Australia are settled as an example of meeting together federations as per the law. Also, there are a few more countries like Spain, Belgium & India that are coming together to form the federation. 

Thus, the government helps each other in any possible way. Leading it all together, the central government becomes more powerful as a federation. Keeping up all in mind, they carry a good forward command over the constitution. 

Now talking about the term holding together federations, where large or big countries decide to divide all their powers amongst the constituent states & the central government. Under such a government, it tends to create more authority to run the system. It is followed up by the leaders, and the rest of them put up their ideal suggestions to contrast the system. 

On the other hand, here, independent states come as one pool with their sovereignty, but they ideally run their states with an independent status. They are here to retain all the powers independently but carry forward the legacy.
