This is due to the expansion of the atomic radius. Between themselves, NH3 molecules form strong intermolecular H bonds. However, due to the lower electronegativity of larger PH3 molecules, they are unable to form hydrogen bonds between themselves! As a result, the boiling point of NH3 is higher than that of PH3.
