The full form of CAG is the Controller and Auditor General of India. It is an autonomous constitutional body established by the Constitution of India under Article 148. The main objective of setting up this apex institution was to ensure financial discipline, check financial irregularities and promote transparency in government expenditure. The CAG is also responsible for auditing the accounts of the Union and State Governments, their undertakings and those of local bodies. The office of the CAG is located in New Delhi. The incumbent CAG is Rajiv Mehrishi, who took over from Shashi Kant Sharma on 25 September 2017. Before he was appointed the CAG, Mehrishi was the Finance Secretary in the Ministry of Finance. He has also served as the Home Secretary and the Chief Secretary of Rajasthan. The CAG is vested with several powers and functions, which are enumerated in the Constitution of India as well as in various other statutes. Some of these are:- to audit all receipts and expenditure of the Union and State Governments
- to audit the accounts of public undertakings, local bodies, and universities
- to ensure that government funds are not misused or wasted
- to inspect government contracts and recommend appropriate action
