- The Bill provides for the creation of a National Nursing and Midwifery Commission (NNMC) in India, consisting of 29 members from government, professionals, and academia.
- It also establishes three autonomous boards:
- The Nursing and Midwifery Undergraduate and Postgraduate Education Board
- The Nursing and Midwifery Assessment and Rating Board
- The Nursing and Midwifery Ethics and Registration Board
- It also mandates a common entrance test for nursing and midwifery courses, mandatory registration for all practicing nurses, and a National Register of Nurses and Midwives.
- The NNMC can take disciplinary action against errant nurses and midwives.
