About the Panel:
- Art 118 (1) of the Constitution: It empowers each House of Parliament to make rules for regulating its Procedure and the Conduct of its business.
- The Chairman of Rajya Sabha selects a panel of vice-chairpersons from among the members.
- This panel serves until a new panel of vice-chairpersons is nominated.

Why in news?
- For the first time in the history of the Rajya Sabha, the chairman has nominated four female parliamentarians to the panel of vice-chairpersons, giving women equal representation.
- The MPs are PT Usha, Phangnon Konyak, Fauzia Khan, and Sulata Deo, all first-time members of the Rajya Sabha.
