DUET (Decentralised Urban Employment and Training) Scheme

Key Features of Proposed Scheme:

• The state government can give out “job stamps” to places like schools and government offices.
• At first, only public places can get these stamps (private ones will join later).
• With a job stamp and proof from the employer, the beneficiary can turn it into a day of work pay.
• The approved place will set up the work, and the government will pay the minimum wage.

Case Studies:

• Some countries have similar programs, like the “service voucher schemes” in Europe.
• Belgium has one for cleaning and ironing that’s popular. In 2016, one in five homes used it.

Why in news ?

• Jean Drèze, who took part in drafting MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), has now proposed a scheme called DUET.
