LEGISLATIVE POWERS o The governor is an integral part of the state legislature. o She has the following legislative powers and functions: o Can summon or prorogue the state legislature and dissolve the state legislative assembly Can address the state legislature at the commencement of the first session after each general election and the first session of each year.
LEGISLATIVE POWERS o Can send messages to the house or houses of the state legislature, w.r.t a bill pending in the legislature or otherwise. o When the offices of the Speaker and the Deputy Speaker of the state legislative assembly fall vacant, the governor can appoint any MLA to preside over its proceedings o can appoint any member of the state legislature council to preside over its proceedings when the offices of both Chairperson and Deputy Chairperson fall vacant. o She decides on the question of disqualification of members of the state legislature in consultation with the Election Commission.
LEGISLATIVE POWERS - She nominates 1/6 MLCs from amongst persons having special knosledge or practical experience in o Literature o science o art o cooperative movement o social service o Can nominate one MLA from the Anglo-Indian Community.
LEGISLATIVE POWERS o When a bill is sent to the governor after it is passed by state legislature, she can: o (a) Give assent, or o (b) Withhold assent, or o (c) Return the bill (if it is not a money bill) for reconsideration of the state legistature. o However, if the bill is passed again by the state legislature ui or without amendments, the governor has to give her assent to the bill, or
LEGISLATIVE POWERS o (d) Reserve the bill for the consideration of the president. o Reservation is obligatory where the bill passed by the state legislature endangers the Position of te state kigh court. o She can also reserve the bill if it is of the following nature: o (i) Ultra-vires o (t) opposed to the DPSPs (it) Against the larger interest of the country o (iv) of grave national importance. ()Dealing with compulsory acquisition of property under Article 31A of the Constitution.
LEGISLATIVE POWERS o She can promulgate ordinances when the state legislature is not in session. o Ordinances must be approved by the state legislature within six weeks from its reassembly o She can wsithdraw an ordinance anytime. - This is the most important legislative power of the governor. o She Lays the reports of the state Finance Commission, the State Public Service Commission and the CAG relating to the accounts of the stabe, before the state legislature.
