CBI i.e. Central Bureau of Investigation is the primary agency for investigation purposes in India. The government of India is having control over CBI. It is the primary agency that is responsible for taking care of criminal activities and takes care of national security as well. In 1963, it was introduced, and the Special police force gave them their power as well. From that, it moved to the Home Ministry of India as well. Since it is a special agency it only takes responsibility for big crimes mostly which can have a big effect on the country after the permission of the Central Bureau of Investigation chairman.
Background
During World War 2, there were many offences which were occurring in the country related to corruption and bribery mostly. Later on, Government realized that there is a need for some special agency or service which can deal with the culprits who are involved in this kind of scandal and offences. Since police and law enforcement was not enough to handle these kinds of situations. At that time there was no need for the Central Bureau of Investigation chairman because the emergency was in need of an agency act more than a particular member. So in 1941 British Government of India planned to make a Special Police agency.
In September 1946 the Special Police force was closed and later Delhi Special Police Establishment Act 1946 acted as a replacement for it. Now From this act, CBI was directly gaining power. Since there was a need for balance between the emergency and general cases it was decided that the Bureau of Investigation India will take care of professional criminal cases only. So the resolution was to create the Central Bureau of Investigation in April 1963 so at that time D. P. Kohli was chosen as director of CBI or you can say Central Bureau of Investigation chairman.
Functions of CBI
Everyone knows that CBI investigates big crimes only which are happening all over India. But Central Bureau of Investigation chairman or director plays an important role incorrect function of the Central Bureau of India. The following functions of the Central Bureau of India are:-
- Investigating those serious crimes which can have an effect not just nationally but internationally too.
- Maintenance of all statistics related to crime and dissemination of all confidential and crime secrets etc.
- Investigation of those cases which are acting as criminal from inside the country which can be related to corruption that will have an impact on the economy, scamming and if there is any serious misbehaviour from the side of Government Officials (mainly central).
The conviction rate of the CBI
Since the Bureau of Investigation India was formed to get the best result for the safety of the country it has shown conviction results in 2014 with 69.02%, in 2015 with 65.1% and 2016 with 66.8%. According to the calculation the corruption cases are around 3% dismal. And CBI has recorded at least 69.83 % in 2020 which is the highest so far. Here Central Bureau of Investigation chairman Director S K Jaiswal said they will try to bring 75% of the conviction rate as soon as possible.

The role of Central Bureau of Investigation in India is not just to control the crime but to find out the culprits who are trying to break the barriers of wrongdoing. CBI came under many controversies and they are just giving answers when there is no need for it or meaningless, when the CBI was investigated they were questioned for being partial and with proof it was proven that there is a lack in their working which can big effect on other sections of the county as well.
Cases that are handled by CBI
The cases which are handled by CBI are related to:
- Anti-corruption: In this Government officials are taken under consideration for the investigation if there is an unfair practice going on.
- Economic Corruption: In this, all frauds related to currency, bank, import-export, security violation, smuggling, property etc. are in the investigation.
- Suo Moto related cases: In this CBI has to take permission to investigate the whole state which comes under Union Territories.
- Special crimes: Here these crimes are related to bomb blasting, kidnapping, killing, mafia and underworld related where assassination and killings are planned.
Conclusion
Since the Bureau of Investigation India is still the most respected agency in India, there is still faith in them but they are still required to give better results on conviction rates. There is the requirement of reformation as well because the pattern can be doubtful for many which can have a big effect on the country’s security as well. There is still a lack of perfection in the work which can hint many to safeguard their own crime and people can find loopholes as well.
