In India, Reservations can be traced back a long time ago. It is a system which provides relaxation to the people belonging to vulnerable sections of the society. Relaxations can be in the terms of scholarship or percentage required in the educational institutions where some sections have a reserved quota fixed for them, that can’t be taken over by the unreserved category (UR) of the people. In fact, there are mixed views about the same. Some people think of this as good for those who are susceptible to the society and others think this as infringements of basic rights of equality.
What is the Unreserved (UR) Category?
Unreserved category pertains to that section of the society which doesn’t come under any of the reservations laid down by the Government. The UR category doesn’t get any kind of reservations or relaxations in terms of their marks, admission in a decent educational institution. Neither, they get any kind of financial deductions for the payments that have to be paid in the institutions. In accordance with the latest NSSO data, the unreserved category accounts for about 28.8% of the total population of the country.
However, those listed as reserved include sections like Scheduled Castes, Other Backward Classes, Scheduled Tribes, Economically backward people. All of these can avail the benefits of their quotas in terms of their fees in the educational institutions, scholarships, and marks needed to get admission, political representation, government employment and various schemes launched by the government. It must also be noted that the compilation of the people as unreserved or reserved isn’t based on any kind of religion. The government makes necessary changes in the list of reservations from time to time and as and when needed for the nation.
Reservations for Economically Weaker Section(EWS) in the UR Category
- Due to relentless demands from the economically backward sections in the unreserved category, the Indian government introduced a special 10% financial quota for them based on their income and properties they have
- Initially, the policy for the reservations among the economically backward sections of the unreserved category was introduced by the Narsimha Rao Government. It provided a 10% qualm for those contemplated as poor in the unreserved sections of society. However, it was soon taken back by the authority on the judgement made by the Supreme Court in 1992. The reservations have come a long way since then
- In the latest times, it was remarkable when the BJP government again introduced the quota for the poor of the unreserved sections of the society. This was on January 7, 2019, when the Indian government on the acceptance of the Union Council of Ministers authorised a 10% quota for the economically weaker sections among the unreserved section. This was over and above the 50% reservations or relaxations that have already prevailed in our country
Eligibility to claim quotas under the EWS category
The Economically Weaker Sections (EWS) of the general category are to receive a 10% reservation quota under the policy made by the government. Families covered under this category should not have an annual income above INR 8 LAKH. These earnings include incomes from all the possible sources of business, profession, agriculture and the salary you receive from work. Apart from that, the family shouldn’t have an agricultural land of size which exceeds 5 acres, to be eligible to claim reservation under the Economically weaker sections (EWS) quota. In terms of residential flats and plots, one shouldn’t have more than 1000 sq. ft flat, not more than 100 sq. yards plot (notified in municipality) and not more than 200 sq. yards plot (other than ones notified in the municipality).
Conclusion
In India, the series of reservations can be traced way back. The existence of both favourable and unfavourable effects of reservation creates a dual feeling in the society. On one hand, the deserving candidates of the unreserved category are not able to get admissions in the colleges of their choice. On the other hand, these uplift the vulnerable sections of the society and the people who belong to categories like SC, ST and OBC castes of the society. Without any doubts, the societal system in India has dominated the reservations over the hard work of the people. The most deserving ones don’t get or aren’t able to grab institutions of their own choice. Most importantly, if you belong to the undeserved category and are eligible for the EWS quota, then you should surely apply for that and shouldn’t miss the benefits that it provides. EWS certificate is indeed beneficial for those people who are eligible under the eligibility criteria.
