Before reading anything, watch the Justice with Michael Sandel series on Youtube or Harvard University website. It will give you a good introduction of exactly what ethics is. First 6-7 episodes are enough for a good start. You can watch all if you like.

Syllabus # Attitude: content, structure, function; its influence and relation with thought and behaviour; moral and political attitudes; social influence and persuasion Source You can selectively read class 12th NCERT psychology book chapters 6 and 7. Supplement it with examples from Subbarao book. Do not go into the psychological technicalities and terms. Just get a basic idea of the concept and think about its practical applications, as many as you can.
Syllabus # Aptitude and foundational values for Civil Service , integrity, impartiality and non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weaker sections Source Read related chapters from Subbarao book. You can also read lexicon to understand these terms. They ask these terms almost every year. Prepare them well, with as many contemporary and relevant examples as you can find

You cannot afford to devote too much time on a single topic Just read it from Subbarao book. In any question on this topic, you will have to write just 3-4 lines about the concept. 70-80% of the answe r will be about its practical applications and how you will use it for solving various 1ssues
Syllabus # Contributions of moral thinkers and philosophers from India and world Source This topic is very vast and if you start reading about every philosopher in the world, it will take months to prepare just this one topic. Just read about the philosophies of some 20-30 most important thinkers from both India and the world. You have to just get an idea about their philosophies. UPSC will give you their quote and ask for it's contemporary relevance and your personal views on it.
Syllabus # Public/Civil service values and Ethics in Public administration: Status and problems; ethical concerns and dilemmas in government and private institutions; laws, rules, regulations and conscience as sources of ethical guidance; accountability and ethical governance; strengthening of ethical and moral values in governance Source Read the basics from Subbarao book. These are very contemporary and dynamic topics. You will have to keep a keen eye on newspapers and magazines for picking up current examples you can quote in your answers.
