Regarding Ques. 71, how is it that option b is not right, that is to say that Council of Ministers is not removed (necessarily), as also has been observed by SC in S.R.Bommai vs Union of India. The context (however different) in which the statement was said there was, " Art 356 cannot be invoked for superseding a duly constituted ministry and dissolving the Assembly on the sole ground that in the election to the Lok Sabha, the ruling party in the State suffered a massive defeat" (as written in DD Basu). So, as aforementioned, there lies a case wherein the CoM cannot be removed. Hence it is not necessary that CoM is removed as a consequence of Proclamation of President's rule. Is it that I'm getting it wrong or what. All the answer keys seem to miss this point.

Even I had this doubt, but seeing that all the keys are stating it wrong, we might have misinterepreted it.

Hope we are not. Also, Jatin sir said there is a confusion. It has not been mentioned explicitly in any text ( I follow dd Basu) neither have I found anything so clear over the internet. But going by DD Basu, I feel we might be correct. Refer page 379 (dd Basu) " by such proclamation, the President MAY, assume to himself all or any of the functions of the executive of the state or of any other authority save the high court" Thus, "may" clearly implies that it is not necessary that the CoM needs to be dissolved. Else "shall" would have been used in the constitution. And even then too, that wouldn't have necessarily meant that the CoM be dissolved. Disclaimer: better leave it to experts for we are none..!!

You are right for another and more important reason: Article 356 " the President may by Proclamation— (a) assume to himself all or any of the functions of the Government of the State" The word 'may' is important here
