River water disputes is now every year's issue whether last two years we had droughts and this year we had good monsoon but still drought like situation in some areas like Tamil nadu resulted cauvery water sharing with Karnataka also Krishna water disputes etc. Setting up of Permament tribunal is a welcome ste, some key points are :- 1.) Speedier adjudication :- Before this tribunal used to setup on ad hoc basis but now permanent tribunal is there to resolve matters in less time. 2.) An expert committee :- Will be there to collect data on rainfall, irrigation, water flows etc. and expert members will assess the situation. 3. ) Independent agency :- An independent dispute Redressal committee will be there before the tribunal to help resolve the matters. Impediments :- 1.) Reluctance of parties :- Incumbent parties in govt does not abide by the law setup by the tribunals like we have seen in Karnataka. 2.) Water problems in river origin state and it's agrarian problems. 3.) SC can't intervene in the matters but only after appeal made to it under article 136. 4.) Centre's non-intervention in dispute due to political reasons. I feel it is a very welcome move by the centre which is being criticized to take one states' favour due to political reasons, now the tribunal is independent agency and there are very high chance of unbaised decision as in CAG.
