In "Make in India" type of projects Foreign companies invest in the projects that are to be completed within India. A certain percentage of the project is completed by the Indian companies/technology whereas the rest of the percentage of the project is dependent on foreign companies' behest. In such projects India is somewhat handicapped when it comes to upgradation or repair or maintaitenance. For example Mig-21. On the other hand "Made in India" projects are totally dependent on the Indian companies/technology. India does not need to have licences to have access to such projects. Eg: Tejas.
