When capacitor connected with cell, then potential difference between plates of capacitor is equal to emf of cell. The whole process(charging of capacitor ) takes some time. Theoretically capacitor fully charged in t= infinity. q(t)=Q(1-e^-t/RC) this The equation of charge deposits on positive plate w.r.t is q(t). Time constant(tau)=RC sec.63%of charge deposited in one time constant. Similarly when cell is removed and charged capacitor now connected across a resistor then discharging of capacitor start . Then q(t)=Qe^-t/RC charge remaining on capacitor. This shows that 63% of charge discharge in one time constant.
