  5. Bar to Interference by Courts in Electoral Matters This Act bars the interference by courts in electoral matters of municipalities. It declares that validity of any law relating to the delimitation of constituencies or allotment of seats to such constituencies cannot be questioned in any court The Act further lays down that no election to any municipality be questioned except by an election petition presented to such authority in such manner as provided by the state legislature.

Municipal Corporation They are created for the administration of big cities like Delhi, Mumbai, Kolkata, Banglore, etc. In states, Municipal Corporations are established by the acts of state legislatures and in the union temitories by the acts of to the Parliament of India A Municipal Corporation has three authorities 1.   9. Notified Area Committee It is established by a notification in the govermment gazette. It is created for the administration of two types of areas 1. A fast developing town due to industrialization 2. A town which does not yet fulfill all the conditions necessary for the Constitution of a municipality but which is considered important by the state government. Only those provisions of the act apply to it which are notified in the govt gazete by which it is created All members of a notified area committee including the chairman are nominated by the state aovt


  10. Town Area Committee A town area committee is created for the administration of a small town. It is entrusted with a limited number of civic functions like drainage, roads, street lightning and conservancy It may be wholy elected or wholy nominated by the state govt or partly elected or partly nominated


  11. Township This type of urban govt is established by the large public enterprises to civic amenities to it's staff and workers who live in the housing colonies built near the plant. The enterprise appoints a town administrator to look after the administration of the township He is assisted by some engineers and other technical and non-technical staff.


  12. Special Purpose Agency The states have to set up certain agencies to undertake designated activities or specific functions that legitimately belongs to the domain of municipal corporations and municipalities or other urban local govts. They are function-based not area-based They are known as 'single purpose' , 'uni- purpose' or 'special purpose agencies' or functional local bodies
