it is not said based on precise mathematics. if from all direction water is touching to a large extent, you can say so.

Africa is bounded by Mediterranean Sea from north, Atlantic from west, Arab from East and last southern ocean from south.
but on page no. 2 of NCERT it is mentioned that only Jupiter,Saturn and Uranus have rings and you have also considered Neptune.. Please tell me the correct answer

southern ocean connects only 1/4 Antarctica ( Wilkes land , east Antarctica) . pacific ocean touches the other 1/4 Antarctica ( west Antarctica , Marie Byrd land , Amundsen sea , Ross sea, )
