Yes but mostly one of the parameters in L or C is fixed. Moreover the values of L and C are such that the other magnitude you might be thinking is impossible practically.

You stand correct at that point but as explained in case of a radio where you tune into a channel, L is fixed and only C changes. So, basically frequency changes with change in capacitance.
