16 Parallel combination of 4 rows. Each having 4 in series.

4 capacitors in each Row and no. of rows is 4. So no. of capacitor is 4*4 = 16. Simply think of voltage first. Voltage becomes 4 times, and voltage adds up in series. So 4 capacitors in series is required to get 200V. But now C of series is 2.5 microF. To make it 10 microF. Add 4 such rows in parallel to each other. C becomes 10microF. Voltage is not changed.

Important is always go through Voltage first. Than capacitance.
