the engine having more power outputs like in two stroke as compared to four stroke, in which there is lesser fluctuation of load on crankshaft then flywheel may not be required but it can only happen in exceptional cases but function of governor is to control fuel supply on demand so it may not be needed every time in engine like fast speed engines etc
flywheel is continous process so flywheel may not be used if there is no undesirsable cyclic fluctuation of engine output but governor is used essentially all types of engine to supply the fuel on demand.
governor is more or less intermittent process.
governor control speed where load increase and decrease like in power plant which need better regulator than Manuel , flywheel store energy for some Period of time and give back to system when it need
governor is always necessary because we can control the fluctuation of cycle by using double acting engine...
