The Butler Committee of 1927 was anxious to reduce the demands of the Indian National Congress to the minimum. So a new theory was enunciated to separate the Indian states from the rest of India. The Committee emphasized that the relationship of the Indian States was with the English Crown and not with the Government of India. The Government of India Act of 1935 aimed at utilizing this theory to set up a Federal Union of the Indian States, but this new theory never come into existence. Soon the World War II broke out and immediately after its close India became free in 1947.
