HR is obviously at fault, HR is supposed to never threaten Employees with consequences of not resigning voluntarily, just suggest to people to look for other opportunities and resign here. Also a wrongdoing done by you is also your fault, if you couldn't stand up to your Manager, and you violated Company policies knowingly. :)
